Book excerpt: Excerpt from Pensions for Public School Teachers: A Report for the Committee on Salaries, Pensions, and Tenure, of the National Education Association The National Education Association's Committee on Salaries, Tenure, and Pensions, appointed in 1911, has published, independently or in cooperation with the United States Bureau of Education, reports on "Teachers' Salaries and Cost of Living" (January, 1918), "The Tangible Rewards of Teaching" (Bulletin 16, U. S. Bureau of Education, 1914), "Salaries of Teachers and School Officers" (Bulletin 81, U. S. Bureau of Education, 1915), and "State Pension Systems for Public School Teachers" (Bulletin 14, U. S. Bureau of Education, 1916). The Committee has also enlisted the cooperation of the Carnegie Foundation for the Advancement of Teaching which, in addition to its granting of pensions to university and college professors, has conducted, for a dozen years, comprehensive studies of pensions for teachers, wherever such systems exist. The President of the Foundation, Dr. Henry S. Pritchett, placed at the disposal of the Committee all of this material, together with the services of the Secretary of the Foundation, Dr. Clyde Furst, and his colleague, Dr. I. L. Kandel. These gentlemen have met in extensive conference with the Committee and invited representatives from each state at the meetings of the National Education Association and its Department of Superintendence, at Detroit and New York in 1916, and Atlantic City and Pittsburgh in 1918. This report presents a complete state-by-state overview of the retirement programs available to America's teachers. Chapter 1 presents the issues of teacher aging, retirement, and early retirement and asks how school districts might effectively manage the retirement and replacement of teachers. Chapter 2 surveys retirement plans in the 50 states and provides information on how to calculate a teacher's pension, with relevant data by state. Chapter 3 looks at local and state programs to entice teachers to retire early. Empirical methods are used to assess the effectiveness of various plans. Case studies of early retirement incentive plans in six districts show how these plans work. Based on conclusions drawn from these data, school officials are advised on how to create, implement, and evaluate an early retirement program. Chapter 4 calls for a national task force on teacher retirement and argues that the future of the teacher retirement system depends on resolving six related issues: (1) threatened financial viability; (2) lack of consistency between local and state policies; (3) lack of portability of plans; (4) lack of system flexibility in investment and withdrawal of funds for teachers; (5) lack of control by teachers as individuals and as a group; and (6) lack of equity among teachers in various districts. Its purpose is to show the extent of the teachers' pension movement in a brief and summary way, and to collect in convenient form pension legislation for public school-teachers in the United States. Pension and retirement legislation for teachers has developed rapidly in the past four or five years. Local retirement funds have in most instances given way to State systems, and there has come a general realization that some plan of retirement for teachers is essential in an efficient public-school system. No attempt is made to argue for or against any particular form of pension plan, or to go analytically into the history of the pension movement. This bulletin seeks to show the existing situation in the various States; to outline the plans that have been adopted, and give some indication of the results; and to reproduce for the information of those studying teachers' pensions several of the pension laws now on the statute books.
