Book excerpt: For years, American states have tinkered with the machinery of death, seeking to align capital punishment with evolving social standards and public will. Against this backdrop, North Carolina had long stood out as a prolific executioner with harsh mandatory sentencing statutes. But as the state sought to remake its image as modern and business-progressive in the early twentieth century, the question of execution preoccupied lawmakers, reformers, and state boosters alike. In this book, Seth Kotch recounts the history of the death penalty in North Carolina from its colonial origins to the present. He tracks the attempts to reform and sanitize the administration of death in a state as dedicated to its image as it was to rigid racial hierarchies. Through this lens, Lethal State helps explain not only Americans' deep and growing uncertainty about the death penalty but also their commitment to it. Kotch argues that Jim Crow justice continued to reign in the guise of a modernizing, orderly state and offers essential insight into the relationship between race, violence, and power in North Carolina. The history of capital punishment in North Carolina, as in other states wrestling with similar issues, emerges as one of state-building through lethal punishment.

Available in PDF, EPUB and Kindle. Book excerpt: North Carolina's state constitution charts the evolution over two centuries of a modern representative democracy. In The North Carolina State Constitution, John V. Orth and Paul M. Newby provide an outstanding constitutional and historical account of the state's governing charter. In addition to an overview of North Carolina's constitutional history, it provides an in-depth, section-by-section analysis of the entire constitution, detailing the many significant changes that have been made since its initial drafting. This treatment, along with a table of cases, index, and bibliography provides an unsurpassed reference guide for students, scholars, and practitioners of North Carolina's constitution. Co-authored by Paul M. Newby, a sitting justice of the North Carolina Supreme Court, the second edition includes significant constitutional amendments adopted since the date of the first edition. Almost every article was affected by the changes. Some were minor-such as the lengthening the term of magistrates-and some were more significant, such as spelling out the rights of victims of crimes. One was obviously major: granting the governor the power to veto legislation-making North Carolina's governor the last American governor to be given that power. In addition, the North Carolina Supreme Court has continued the seemingly never-ending process of constitutional interpretation. Some judicial decisions answered fairly routine questions about the powers of office, such as the governor's clemency power. Others were politically contentious, such as deciding the constitutional constraints on legislative redistricting. And one continues to have momentous consequences for public education, recognizing the state's constitutional duty to provide every school child in North Carolina with a "sound, basic education." The Oxford Commentaries on the State Constitutions of the United States is an important series that reflects a renewed international interest in constitutional history and provides expert insight into each of the 50 state constitutions. Each volume in this innovative series contains a historical overview of the state's constitutional development, a section-by-section analysis of its current constitution, and a comprehensive guide to further research. Under the expert editorship of Professor G. Alan Tarr, Director of the Center on State Constitutional Studies at Rutgers University, this series provides essential reference tools for understanding state constitutional law. Books in the series can be purchased individually or as part of a complete set, giving readers unmatched access to these important political documents.

Available in PDF, EPUB and Kindle. Book excerpt: Political scientist V. O. Key in 1949 described North Carolina as a "progressive plutocracy." He argued that in the areas of industrial development, public education, and race relations, North Carolina appeared progressive when compared to other southern states. Reconsidering Key's evaluation nearly sixty years later, contributors to this volume find North Carolina losing ground as a progressive leader in the South. The "new politics" of the state involves a combination of new and old: new opportunities and challenges have forced the state to change, but the old culture still remains a powerful force. In the eleven essays collected here, leading scholars of North Carolina politics offer a systematic analysis of North Carolina's politics and policy, placed in the context of its own history as well as the politics and policies of other states. Topics discussed include the evolution of politics and political institutions; the roles of governors, the judicial branch, interest groups, and party systems; and the part played by economic development and environmental policy. Contributors also address how geography affects politics within the state, region, and nation. Designed with students and interested citizens in mind, this collection provides an excellent introduction to contemporary North Carolina politics and government. Available in PDF, EPUB and Kindle. Book excerpt: At a time when North Carolina's population is exploding and its economy is shifting profoundly, one of the state's leading economists applies the tools of his trade to chronicle these changes and to inform North Carolinians in easy-to-understand terms what to expect in the future. Today we are living in a technologically connected age that has completely transformed the North Carolina economy, Walden explains. Once driven by tobacco, textiles, and furniture, the North Carolina economy now thrives on technology, pharmaceuticals, finance, food processing, and the manufacture of vehicle parts. While the state as a whole has benefited from these dramatic transformations, some population groups and regions have not experienced consistent economic growth. Walden identifies education as the key factor; a skilled, college-educated work force, he argues, is now a region's most prized commodity. Walden traces how the forces of the late twentieth and early twenty-first centuries have remade the North Carolina economy, impacted people and regions, and led to the most substantive public policy debates in decades. Written in a lively style and including original research and insights, North Carolina in the Connected Age is essential reading for anyone wanting to understand how the state arrived where it is today and what its future might hold.

Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive, illustrated history of North Carolina spanning from the colonial period to the twenty-first century. When first released in 2005, The Tar Heel State was celebrated as a comprehensive contribution to North Carolina’s historical record. In this revised edition, historian Milton Ready brings the text up to date, sharpens his narrative on the periods surrounding the American Revolution and the Civil War, and offers new chapters on the 1920s; World War II and the 1950s; and the confrontation between Jim Hunt, North Carolina’s longest-serving governor, and Jesse Helms, a transformational, if controversial, political presence in the state for more than thirty years. Ready’s distinctive view of the state’s history integrates tales of famous pioneers, statesmen, soldiers, farmers, and captains of industry; as well as community leaders with often-marginalized voices, including those of African Americans, women, and the LGBTQ+ community that have roiled North Carolina for decades. This beautifully illustrated volume gives readers a view of North Carolina that encompasses perspectives from the coast, the Tobacco Road region, the Piedmont, and the mountains. From the civil rights struggle to the building of research triangles, triads, and parks, Ready recounts the people, events, and dramatic demographic shifts since the 1990s, as well as the state’s role in the rise of modern political conservatism and subsequent emergence as a modern megastate. In a concluding chapter Ready assesses the current state of North Carolina, noting the conflicting legacies of progressivism and conservatism that continue to influence the state’s political, social, and cultural identities. “Ready provides a skillful and well-written addition to the state’s historical literature.” —Jeffrey Crow, author of New Voyages to Carolina: Reinterpreting North Carolina History” “An eminently readable, fast-paced, and thorough survey of North Carolina’s past.” —Alan D. Watson, University of North Carolina at Wilmington “A scholarly and compelling story of the divergent experiences of the state’s masses—full of interesting facts and details that are often absent in other studies on the same subject.” —Joyce Blackwell, president, The Institute for Educational Research, Development and Training “It is essential reading for anyone who seeks to understand the history of North Carolina and will be of immense benefit to those interested in the roles African Americans have played throughout the history of the state.” —Olen Cole Jr., North Carolina A&T State University
