Book excerpt: Despite the central role oceans play in the economic, environmental and social affairs of the planet's 6.7 billion inhabitants, significant gaps exist in our understanding and management of the complex processes at work from the global climate system, to the water cycle and circulation of nutrients, to changes affecting marine habitats. In addition, the vastness of the world's oceans have for far too long been perceived as impervious and indestructible to human impact. To deal with this situation, improved monitoring and observation practices, regular assessments to provide a deeper understanding of the status and trends of environmental changes, and the know-how and ability to prevent, mitigate and adapt to these changes are urgently required. The UN General Assembly in 2005 -- recommended that a regular process for the global reporting and assessment of the state of the marine environment, including its socio-economic aspects (Regular Process), be initiated. The UN Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) were asked to serve as the lead agencies in the start-up phase that came to be known as the "Assessment of Assessments" (AoA). Under the AoA, an Expert Group have developed options and a framework for such a Regular Process, which can serve as the mechanism to keep the world's oceans and seas under continuing review.

The report identifies that countries have made considerable progress in developing and implementing appropriate policy responses at national, regional and international levels. Nevertheless, progress over the last decade needs to be sustained and strengthened in response to the growing pressures, with special attention to implementation, enforcement and environmental governance. Book excerpt: The once pristine and rich marine environment of the South China Sea is degrading at an alarming rate due to the rapid socioeconomic development of the region. Despite this, and due mainly to complicated sovereignty and maritime disputes, coastal States have not been able to develop effective regional cooperation to safeguard the shared marine environment. Marine Protected Areas Network in the South China Sea discusses legal and political measures to support the development of a network of marine protected areas in the South China Sea. Such a network, if properly developed, would not only help to protect the marine environment and resources of the region but also contribute to decreasing the tension among its coastal States. These measures are suggested in accordance with international law, based on the specific geopolitical context of the South China Sea region and take into consideration experiences in developing regional networks of marine protected areas from other marine regions.

Book excerpt: This report provides an overview of the current state of the coastal and marine environment in relation to the nine categories of threats outlined by the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA). The report indicates that legal and institutional arrangements have been strengthened and now cover most regions of the world, but that despite these heightened efforts globally, coastal and marine ecosystems continue to deteriorate mainly because of pressures by human development. Book excerpt: The task of avoiding in the oceans - the 'last frontier' of our planet - the claims and rivalries that have caused endless conflict on land, has thrusted the 'ocean issues' increasingly into the forefrunt of international affairs. This book examines aspects of the interrelationship of diverse interests in the seas of Southeast Asia while suggesting scope for cooperative developments that might not only benefit the region but also have wider application in the emerging multipolar world.
