Book excerpt: This report presents the "discovery" phase of an applied research program concerned with issues, impacts, and techniques for state and substate regional transportation planning and evaluation. It is concerned with all modes for the transportation of passengers and goods, and a range of impacts and decisions for planning, pricing, and regulation to policy formulation. The work was conducted with the assistance of federal, state and regional planners and in the context of societal goals and resource management. The emphasis is on improving understandings and on the organization of practical, operational techniques. The report identifies major current and near-future issues. It documents economic, social, environmental, and energy (ESEE) impacts of state and regional transportation decisions. The current state-of-practice for identifying and measuring impacts is evaluated. Operational guidance is presented for the use of available techniques, and research priorities are proposed. Because of the broad scope of the project, the findings are extensive regarding the organization of techniques to address major issues; the type, balance and reliability of available techniques; and the ways that available techniques can be used to significantly improve understandings and the overall decision-making process.

Available in PDF, EPUB and Kindle. Book excerpt: Soon after starting work on the development of a methodology for national trans portation planning in Venezuela, we realized the importance of an integrated management process for such an effort. We also realized the absence in the literature of specific guidelines on how to manage and conduct a transportation planning effort. The literature on the subject of national transportation planning is predominantly theoretical and technical in nature. To a large extent, the absence of literature on management and broad-based methodological approaches reflects the limited and ad hoc nature of the experience in national transportation planning. This book is an attempt to fill that gap. The main objective of the book is to show one way by which a methodology for national transportation planning can be integrated into a process management framework. It reports on the experience that the authors had in the Venezuelan case, as well as in earlier national planning efforts. The book is not intended as a theoretical discussion of planning. Instead, it adopts a particular theoretical stand and proceeds on that basis to develop a program for applying a specific methodology. The intention is to leave as much of the details and elaborations of that methodology to the user. This is motivated by two considerations. The first is a pragmatic attempt to limit the scope of the book.

These network performance measures can be used to improve system management, planning, and investment decisions and can be applied to various scenarios. The guidebook should be of immediate use to practitioners in state, regional, or local governments; specially designated authorities; or those in the private sector who are responsible for measuring, operating, and investing in the performance of multimodal and/or multijurisdictional transportation networks.

Book excerpt: This guide was written as a quick primer for transportation professionals and analysts who assess the impacts of proposed transportation actions on communities. It outlines the community impact assessment process, highlights critical areas that must be examined, identifies basic tools and information sources, and stimulates the thought-process related to individual projects. In the past, the consequences of transportation investments on communities have often been ignored or introduced near the end of a planning process, reducing them to reactive considerations at best. The goals of this primer are to increase awareness of the effects of transportation actions on the human environment and emphasize that community impacts deserve serious attention in project planning and development-attention comparable to that given the natural environment. Finally, this guide is intended to provide some tips for facilitating public involvement in the decision making process.

Book excerpt: This synthesis report will be of interest to DOT administrators, supervisors, and staff, as well as to the consultants working with them in assessing the economic development impacts of existing or proposed transportation investments. Metropolitan Planning Organization regional and local staffs might also find it informative. It is intended to help practicing planners become aware of the range of methods and analysis techniques available, organized by the different categories of agency needs, to address different types of planning, policy, and research needs. This synthesis summarizes the current state of the practice by means of a survey of transportation planning agencies in the United States, Canada, and the United Kingdom. This report provides reviews of the analysis methods used in recent project and program evaluation reports of these agencies, in addition to a bibliography of economic literature and guides.
