Available in PDF, EPUB and Kindle. Book excerpt: With limited authority over state lawmaking, but ultimate responsibility for the performance of government, how effective are governors in moving their programs through the legislature? This book advances a new theory about what makes chief executives most successful and explores this theory through original data. Thad Kousser and Justin H. Phillips argue that negotiations over the budget, on the one hand, and policy bills on the other are driven by fundamentally different dynamics. They capture these dynamics in models informed by interviews with gubernatorial advisors, cabinet members, press secretaries and governors themselves. Through a series of novel empirical analyses and rich case studies, the authors demonstrate that governors can be powerful actors in the lawmaking process, but that what they're bargaining over – the budget or policy – shapes both how they play the game and how often they can win it.

In the early chapters, developmental issues concerning the respiratory system are considered, physiological and mechanical principles are introduced and airway management and conventional and alternative ventilation techniques are discussed. Thereafter, the rational use of mechanical ventilation in various pediatric and neonatal pathologies is explained, with the emphasis on a practical step-by-step approach. Respiratory monitoring and safety issues in ventilated patients are considered in detail, and many other topics of interest to the bedside clinician are covered, including the ethics of withdrawal of respiratory support and educational issues. Throughout, the text is complemented by numerous illustrations and key information is clearly summarized in tables and lists.

As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Available in PDF, EPUB and Kindle. Book excerpt: The use of ice on board smaller fishing vessels is increasing, due to factors such as the growing demand for fresh fish, market globalisation and increased quality controls, and the decrease in near-shore fish resources which forces fisherman to make longer fishing trips and use ice to preserve the freshness of their catch. This publication describes the requirements for the use of ice and chilled seawater on fishing vessels, from small insulated containers in dugout canoes, to refrigerated tanks on bigger vessels.

Available in PDF, EPUB and Kindle. Book excerpt: After its rediscovery in 1417, Lucretius’s Epicurean didactic poem De Rerum Natura threatened to supply radicals and atheists with the one weapon unbelief had lacked in the Middle Ages: good answers. Scholars could now challenge Christian patterns of thought by employing the theory of atomistic physics, a sophisticated system that explained natural phenomena without appeal to divine participation, and argued powerfully against the immortality of the soul, the afterlife, and a creator God. Ada Palmer explores how Renaissance readers, such as Machiavelli, Pomponio Leto, and Montaigne, actually ingested and disseminated Lucretius, and the ways in which this process of reading transformed modern thought. She uncovers humanist methods for reconciling Christian and pagan philosophy, and shows how ideas of emergent order and natural selection, so critical to our current thinking, became embedded in Europe’s intellectual landscape before the seventeenth century. This heterodoxy circulated in the premodern world, not on the conspicuous stage of heresy trials and public debates, but in the classrooms, libraries, studies, and bookshops where quiet scholars met the ideas that would soon transform the world. Renaissance readers—poets and philologists rather than scientists—were moved by their love of classical literature to rescue Lucretius and his atomism, thereby injecting his theories back into scientific discourse. Palmer employs a new quantitative method for analyzing marginalia in manuscripts and printed books, exposing how changes in scholarly reading practices over the course of the sixteenth century gradually expanded Europe’s receptivity to radical science, setting the stage for the scientific revolution.

Book excerpt: The vast scope of conservation problems has forced biologists and managers to rely on "surrogate" species to serve as shortcuts to guide their decision making. These species-known by a host of different terms, including indicator, umbrella, and flagship species-act as proxies to represent larger conservation issues, such as the location of biodiversity hotspots or general ecosystem health. Synthesizing an immense body of literature, conservation biologist and field researcher Tim Caro offers systematic definitions of surrogate species concepts, explores biological theories that underlie them, considers how surrogate species are chosen, critically examines evidence for and against their utility, and makes recommendations for their continued use. The book clarifies terminology and contrasts how different terms are used in the real world considers the ecological, taxonomic, and political underpinnings of these shortcuts identifies criteria that make for good surrogate species outlines the circumstances where the application of the surrogate species concept shows promise Conservation by Proxy is a benchmark reference that provides clear definitions and common understanding of the evidence and theory behind surrogate species. It is the first book to review and bring together literature on more than fifteen types of surrogate species, enabling us to assess their role in conservation and offering guidelines on how they can be used most effectively.

Book excerpt: This open access book summarizes the findings of the VUELCO project, a multi-disciplinary and cross-boundary research funded by the European Commission's 7th framework program. It comprises four broad topics: 1. The global significance of volcanic unrest 2. Geophysical and geochemical fingerprints of unrest and precursory activity 3. Magma dynamics leading to unrest phenomena 4. Bridging the gap between science and decision-making Volcanic unrest is a complex multi-hazard phenomenon. The fact that unrest may, or may not lead to an imminent eruption contributes significant uncertainty to short-term volcanic hazard and risk assessment. Although it is reasonable to assume that all eruptions are associated with precursory activity of some sort, the understanding of the causative links between subsurface processes, resulting unrest signals and imminent eruption is incomplete. When a volcano evolves from dormancy into a phase of unrest, important scientific, political and social questions need to be addressed. This book is aimed at graduate students, researchers of volcanic phenomena, professionals in volcanic hazard and risk assessment, observatory personnel, as well as emergency managers who wish to learn about the complex nature of volcanic unrest and how to utilize new findings to deal with unrest phenomena at scientific and emergency managing levels. Book excerpt: "This book aims to offer a unified historical treatment of all that is usually understood as "ancient scholarship" or "ancient philology" and is the first modern work to cover a period from the beginnings to the fall of Byzantium after John Edwin Sandys' work published between 1903-1908. The field "ancient scholarship" includes the exegesis of Greek authors, the editing of their texts, orderly collections of materials useful for exegetical purposes - such as lexeis, onomatologies, collections of antiquarian materials et similia -, the study of grammar, reflection on language, and everything that can be linked to this sphere, that is to say literature and the instruments for interpreting it. If it is hard today to imagine such a work being undertaken by a single scholar, it is worth underlining the benefits offered by a volume with multiple expert voices in a field so complex and multiform. The book is based on the four historiographical chapters of Brill's Companion to Ancient Greek Scholarship (2015), which have been enlarged, updated and rethought"--
