Book excerpt: The UK’s Changing Democracy presents a uniquely democratic perspective on all aspects of UK politics, at the centre in Westminster and Whitehall, and in all the devolved nations. The 2016 referendum vote to leave the EU marked a turning point in the UK’s political system. In the previous two decades, the country had undergone a series of democratic reforms, during which it seemed to evolve into a more typical European liberal democracy. The establishment of a Supreme Court, adoption of the Human Rights Act, Scottish, Welsh and Northern Irish devolution, proportional electoral systems, executive mayors and the growth in multi-party competition all marked profound changes to the British political tradition. Brexit may now bring some of these developments to a juddering halt. Each of the 2018 Democratic Audit’s 37 short chapters starts with clear criteria for what democracy requires in that part of the nation’s political life and outlines key recent developments before a SWOT analysis (of strengths, weaknesses, opportunities and threats) crystallises the current situation. A small number of core issues are then explored in more depth. The report argues that much of the basic infrastructure to improve standards is now in place. The Committee believes standards of behaviour in many areas of public life have improved. But the Committee finds it disturbing that concerns continue to be raised about the integrity of so many of the country's key institutions or those within them; and the evidence of the last few years and months suggests that there is still much to do before the high standards in public life to which we all aspire are fully internalised in the cultures of all our public institutions. The report concludes that the need now is not for more principles, codes or regulators but rather for the existing arrangements to be more consistently and actively implemented.

Davis argues that the Lords were not primarily reactionary or obstructive, but rather a House in which much beneficial legislation was enacted. More conservative in political questions than the Commons perhaps, the Lords at least equaled them in compassion for the poor and suffering. While many historians also argue that after the Reform Act of 1832 the Lords had little real power, the Lords actually had precisely the same power after the Act as before: a bill could become law only after it passed both Houses of Parliament. They also had the power of veto and used it, particularly from 1833 to 1841 after the passage of the Act that is supposed to have so weakened them. The Whig House of Commons did not appreciate the actions of the Conservative majority in the Lords, but the electorate, becoming more conservative with every election, cared not at all.

The first arose from the Sunday Times articles in which undercover journalists purported to act for consultants working on behalf of a South Korean solar energy investor. The second set of allegations arose from a BBC Panorama programme in which undercover reporters purported to act on behalf of a group called the Society of Friends of Fiji. The Commissioner found that Lord Laird breached the Code of Conduct in three respects. First, that Lord Laird attempted to negotiate an agreement with the undercover Sunday Times journalists which would have involved him in helping to create an all-party group at the behest of the consultants in return for payment or other reward; secondly, that Lord Laird attempted to negotiate an agreement with the undercover Sunday Times journalists which would have involved him providing parliamentary services in return for payment or other reward; thirdly, that Lord Laird attempted to negotiate an agreement with the undercover Panorama reporters which would have involved him helping to create an all-party group at the behest of the client in return for payment or other reward. The Sub-Committee on Lords' Conduct recommended that Lord Laird be suspended from the service of the House for four months. Lord Laird appealed. The Committee affirmed the Commissioner's findings and confirm the recommended sanction of four months' suspension
