Book excerpt: The NATO Alliance has acknowledged from its inception that military and economic advantage would accrue from the promotion of commonality, or at least comparability, in tactical doctrine, modes of organization, procedures and equipment. For many years, however, achievement fell short of aspiration, especially in development and production of military equipment. NATO fielded a large variety of equipments over the years for essentially equivalent roles. Standardization offers the prospect of greater interoperability among Alliance armed forces and also less expense in the acquisition of weapon systems, because of scale and other economies, and logistics savings over the lifetime of weapons. More economical procurement is not the ultimate purpose of the rationalization effort, however, but rather a way of safeguarding military effectiveness in the face of budgetary constraints. Book excerpt: Interoperability and standardization in the North Atlantic Treaty Organization (NATO) are receiving strong emphasis in defense circles throughout the alliance. Both are seen as ways to improve performance on the battle field and to promote better management of defense budgets. Interoperability requires two or more weapon systems, used for the same military purposes, to be sufficiently similar to enable them to operate with common supplies such as fuel or ammunition. Standardization envisions even greater commonality. In codevelopment all participants can derive economic and technological benefits from sharing the cost of development and the ensuing production. The formation of consortia to develop weapon systems entirely within the European community has been gathering momentum because of Europe's desire for technological advancement. If the United States and Europe continue to develop different weapons to meet common needs, the results could be serious setbacks for standardization. The European community still desires American participation in developing weapons for the European market to take advantage of American know-how. Europe has experienced some problems in its move toward multinational codevelopment of weapon systems. One of the most difficult stumbling blocks has been in getting a project started properly. The principal impediments Europeans see are: that the United States, because of its size, will tend to dominate in a joint venture relegating Europe to a junior partner status; U.S. arms export policies may restrict third country sales; government restrictions on technology transfer may impede or block the free flow of U.S. technology to Europe; and doubt as to whether the United States would be willing to compromise on some of its weapon system acquisition practices.

NATO has just celebrated its 37th year as a successful defensive alliance and has been successful in its ability to cooperate economically and, in most cases, politically. More importantly, it has succeeded in deterring the Warsaw Pact, primarily through a strategy of nuclear deterrence. However, it has failed to provide a strong conventional defense primarily because of a lack of defense spending by member countries. The conventional force can be improved not only through additional defense spending but also through the cooperative effort of standardization and interoperability of equipment. The NATO nations, in December 1983, decided that it was important to know and understand what was needed to meet the Warsaw Pact threat up to the year 2005. In response, the Conceptual Military Framework (CMF) was designed which outlined the threat and what is needed to accommodate the recent proliferation of new initiatives (primarily, Follow-On-Forces Attack (FOFA)) and emerging technologies with the existing strategy and available resources. NATO has continued to improve its cooperative efforts in standardization and interoperability by exchanging technologies, working together as nations to build equipment, such as the Tornado aircraft, and working together to share emerging technologies.

Book excerpt: As we discuss interoperability and force protection, it is important to realize that NATO military forces did not develop the ability to successfully operate together simply through long association, but through a structured and focused process of agreeing on and implementing common standards in operations, logistics, materiel development, and administration. For the expansion of multinational medical operations, a sine qua non which has been well demonstrated is that of standardization. I know of no one who would dispute that. There are many international agencies and organizations working in the realm of technical and communications standards, and some working in the area of clinical standards, but few are working in the arena of operational standards. NATO is one exception--All NATO operational doctrine is founded on the principal of interoperability. This concept requires that national forces or systems are able to operate together in order to achieve a task or mission. However, interoperability does not necessarily mean commonality of systems or equipment. The key is compatibility and compliance with industry equipment and software standards. Therefore, I want to discuss the basics of the NATO Standardisation Process and how it works, with specific reference to current medical standards and Information Exchange Requirements. Areas I will cover include: What Standardisation is; Why it is needed; How we accomplish it; What is covered by medical standardization; and What are Information Exchange Requirements.
