Book excerpt: Excerpt from Standard Specifications and Tests for Portland Cement: Of the American Society for Testing and Materials Affiliated With the International Association for Testing Material, Philadelphia The lack of accordance in the various specifications and methods of tests made an attempt to unify them a very desirable object. To attain this, a committee was formed composed of representatives of the American Society of Civil Engineers, the United States Government, and the American Society for Testing Materials. The lack of definite data upon which the various tests were supposedly based necessitated a comprehensive series of experiments to demonstrate the value of such tests and their relative worth. While the method of determining time of set was the main difference, the investigations revealed the inadequacy of several other features in the specification. The most significant fact brought out by these investigations is the lack of concordance in the results obtained by either "time of set" method, even though the most competent operators obtainable earned out the work. No superiority could be established for either the Vicat or Gilhnore needle, and the committee agreed to continue both as alternates in this specification.
