Book excerpt: A five-country river basin study in Asia used a participatory method for diagnostic investigations to learn about contextual processes, as well as for stakeholder consultation to develop action plans. The use of this methodology was encouraged by the positive results of an earlier action research program conducted in Pakistan for mobilizing farmers to form their own organizations. The method was found to be exceptionally effective, and had many advantages over the conventional methodsof field research and action planning where the stakeholders are treated as objects of research and passive recipients of development messages. The contribution of participatory learning and action in developing institutions appeared to vary across the five selected river basins, depending on thedegree to which stakeholder participation was forthcoming. This variation could be attributed to study constraints in terms of time and other resources, which acted differently on the five study teams. In some cases, conducting full-fledged participatory methods was not possible due to sociopolitical constraints, and in some others, time was too short to build sufficient awareness among the large number of stakeholders for meaningful participation. Of the five river basin case studies in China, Indonesia, Nepal, Philippines and Sri Lanka, satisfactory participation levels achieved in the cases of Sri Lanka, Philippines and Indonesia generated a momentum on their own, which helped them to initiate action plans for further institutional development.

Stakeholders refers to any individuals, groups, or institutions who have a vested interest in the natural resources of the project area and who potentially will be affected by project activities and have something to gain or lose if conditions change or stay the same . Thus in the context of project management, stakeholders are all those who need to be considered in achieving project goals and whose participation and support are crucial to its success. Stakeholders can be internal to the project or external. The major stakeholders in project management are the project managers, project team, sponsors of the project, customers or project beneficiaries, government, local communities among others. In project management, stakeholders are identified through stakeholder analysis. Stakeholder analysis identifies all primary and secondary stakeholders who have a vested interest in the issues with which the project or policy is concerned . The main aims of stakeholder analysis are to identify the interests of stakeholders and potential areas of conflict as well as ways to reduce negative impacts on vulnerable and disadvantaged groups . The importance of stakeholders is in project management is evident at different levels. Firstly, it gives the concerned people say over how projects may affect their lives. Secondly, it is essential for project sustainability. Thirdly, it generates a sense of ownership if initiated early in the development process. Fourthly, it builds capacity and enhances responsibility. Fifthly, it provides opportunities for learning for both the project team and stakeholders themselves. This paper thus examines the importance of stakeholders in project management informed by the view that all the important decisions during initiation, planning and execution stages of the project are made by these stakeholders.

The number of world's megacities is expected to grow to 39 in 2025 with 32 of these in emerging economies. While today cities cater for over half of the world's population, they are facing ever increasing environmental problems. Whether or not an emerging megacity will be able to cope with expected climate change impacts and increased scarcity of natural or man-made resources depends on its capacity to change human behaviour in different areas of what a city constitutes. On-going research on various responses to anticipated climate change impacts on the emerging megacities aims to generate knowledge for an effective and feasible transition towards sustainable development. Where different disciplines and approaches seem to overwhelmingly agree is that mitigation and adaptation measures are urgently needed. This implies not only identifying available technological options but also exploring institutions - defined as "sets of rules" and governance structures, i.e. those "modes of organization" that are necessary to put rules into practice. Thus, in order to arrive at feasible mitigation and adaptation measures, technical solutions and social construction need to be combined.
