It is not surprising that both policymakers and state higher education executives are taking a close look at how colleges and universities utilize resources to optimize efficiency and ensure more people have access to and benefit from affordable postsecondary education. Staffing makes up a large portion of budgets at all institutions of higher education and high quality staff is an essential component of quality education. Given the current context, it is important for systems and institutions to understand current staffing patterns so they can make informed decisions for efficient resource allocation. Current literature in higher education that examines staffing patterns focuses on the distribution of full-time and part-time instructional staff and the composition of staff types (or roles) at colleges and universities. This analysis examines trends in both these areas over time and by Carnegie classification for public colleges and universities. In recent months a number of reports have offered similar analyses of staffing patterns in higher education. The fiscal pressures in higher education are encouraging decision makers to take a closer look at college staffing trends, and these studies are designed to aid this effort. This report adds to the existing literature by digging deep into the overall trends in college staffing in the last ten years to provide state higher education executive offices with additional insight. Appended are: (1) FTE Calculation Details From IPEDS Glossary; (2) FTE Calculation Details From IPEDS Glossary; and (3) Relevant Groupings. (Contains 4 figures, 6 tables, and 6 footnotes.).

Book excerpt: Over the last generation, the instructional staffing system in American higher education has experienced a significant reduction in the proportion of jobs for full-time tenured and tenure-track faculty members and a dramatic growth in fixed-term full- and part-time instructional jobs without tenure. About 70 percent of the people teaching in college today hold these temporary jobs and are known as "contingent" faculty and instructors. Particularly in the case of part-time/adjunct faculty members, contingent instructors receive disproportionately low pay and inadequate employment benefits such as pensions and health insurance. This report extends previous research on these trends. Specifically, it describes how public colleges and universities employ and compensate both full- and part-time faculty members to staff undergraduate courses. It provides a national overview of who is teaching which courses, and at what salary, in public colleges and universities. The results document the system-wide switch to contingent instruction and the disproportionately low salaries associated with part-time instructional employment. The report concludes with a strategy--a new interactive model to allow institutional and state policy makers to calculate the costs of increasing the ratio of full-time tenured and tenure-track faculty members in the classroom, and of moving toward pay equity for contingent faculty members. Institutions and states can use this model to develop an incremental financial plan to achieve a more stable and equitable staffing structure for their colleges and universities. Book excerpt: The student bodies of colleges and universities, particularly those in large metropolitan areas, have been diversifying steadily, and that has prompted attention to ensure that faculties and staff are similarly diverse. Especially important groups of staff to consider are student affairs professionals as well as those in the most visible leadership and senior management positions. This study focuses on the non-academic staff at a sample of large public universities in racially diverse metropolitan areas who manage and facilitate all the extracurricular and administrative activities of university life, including admissions, registration, academic advising, student government and clubs, healthcare, residential life, financial aid advising, senior leadership, etc. This study compares the human resources data of staff with student enrollment at a sample of large, racially diverse public universities drawn from across the nation. Data on management level staff and student affairs professionals are also analyzed. In addition, the study analyzes more granular data at UC Berkeley. It reveals the total staff of color representation percentages at UC Berkeley when divided up by various job classification levels, from front line service and support positions to senior managerial and administrative positions. Those numbers are then compared over a six-year period to assess for any changes in representation over time by the major job classification levels. This is important because aggregate staff demographics may mask differences in the staff mix across the hierarchy of positions. This study reveals particular differences in trends in the representation of staff of color over time, particularly the areas in which they are underrepresented in comparison to the student body, local workforce, or in certain job classifications. Results show that staff of color are overrepresented at the lowest job classifications and increasingly underrepresented in progressively higher job classifications. Data on the ten public universities reviewed reveals underrepresentation of staff of color in comparison to students of color. Additional attention is given to the representation of student affairs professionals in comparison to student enrollment and local college educated populations by race. Without additional attention to university staff of color representation data, universities run the risk of losing out on valuable opportunities for a more diverse and creative workforce that can serve an increasingly more racially and ethnically diverse student body. Analysis of the staff of color representation proportions offered in this study draws attention to staff of color representation data and tangible evidence of areas of inequity that can serve as a catalyst towards addressing found inequities. It encourages the support for staff of color leadership development programs on diverse university campuses. This study also serves as a foundation for further qualitative research that can better understand the reasons, motivations, and sources of the numbers and encourage much needed attention on the non-academic staff at our diverse public universities.

This year's report is based on 945 respondents, including 57 K-12 schools. The researchers continued their focus on fast-growth small companies and expended most of their energy in retaining their sample distribution, knowing that the prevailing economic situation would reduce responses. They tapped into employers who recruit heavily on campuses, receiving assistance from an expanded pool of university sponsors strategically located around the country. Despite turbulent headwinds blustering in the fall of 2007, employers counted up impressive hiring numbers during the 2007-2008 academic year. With a demographic profile tilted in favor of young college workers, a down-turn in the economy was only expected to mute hiring expectations for the foreseeable future. Instead, the economy completely derailed. No sector illustrates this more than retail. During the hiring surge between 2004 and 2008, retail led the way, averaging more than 70 hires per company. Today, they are in retreat, hiring only 14 individuals per company. Employers remain active on campus but have shifted their focus from on-campus recruiting to career fairs and to the expansion of their internship and co-op programs. They are doing more direct one-stop activities to brand their companies and engage students. This shift is driven by cost considerations and a sense of urgency to complete hiring as quickly as possible. Companies are using internship programs to create a pool of talent that may be converted into full-time hires when conditions improve. Fewer opportunities will be available to students in the spring. For those students who have not initiated their job search or even framed their employment expectations, a call to urgency is warranted. Employers are turning to professional web-based networking groups and college faculty identify the talent they seek. Starting salaries will change little from last year as 66% of respondents expect to hold salaries steady. Students will have to be patient and persistent to find success in this market.
