Book excerpt: Human resources – the health workers who actually deliver health services – are the most costly and least readily available resource in a health system. They are also indispensable. Managers at national and local levels struggle daily with how to manage this costly but essential resource efficiently so that they can achieve a more just distribution of workload and better productivity. The WISN method is based on a health worker’s workload, with activity (time) standards applied for each workload component. This revised manual takes into account both the centralized and decentralized nature of health management and offers real experiences from countries that have implemented WISN. It also captures workforce planning during the coronavirus disease (COVID-19) pandemic and the strains that puts on health systems. Thus, this manual is intended for the wide range of managers working in today’s health systems. Additionally, the manual addresses the many uses of WISN that can contribute to expanding HRH efforts within a country.

Available in PDF, EPUB and Kindle. Book excerpt: The Department of Veterans Affairs--the VA--operates the nation's largest and most diverse health care system. How many physicians does it need to carry out its principal mission-related responsibilities of patient care, education, and research? This book presents and demonstrates by concrete example a methodology to answer this basic, but extraordinarily complex, question. The heart of the methodology is a decision-making process in which both statistical and expert judgment approaches can be used separately or in concert to calculate the number of physicians required, by specialty, for any facility in the VA system. Although the analyses here focus entirely on the VA, the methodology could be used to determine physician staffing for a wide range of public and private sector health care organizations.

Available in PDF, EPUB and Kindle. Book excerpt: This is the fourth in a series of reports evaluating the Public Library Statistics (PLS) program, an annual census of public libraries in the United States. The census includes, in addition to a full count of public libraries and their outlets, a variety of statistics about the services provided by and, the financial condition and the staffing levels of public libraries. This report contains the results of an evaluation of the definitions and internal consistency of the staffing variables and a comparison of the statistics collected for these variables to selected statistics from independent sources. This evaluation was conducted to raise specific issues for discussion among members of the Federal State Cooperative System for Public Library Data. Chapter 1 evaluates the definitions used for the staff variables, while Chapter 2 considers the internal consistency of staff measures. Chapter 3 compares statistics from the public library census to those from other reference sources for public library staffing information. Four appendixes list the variables, libraries without paid staff, and library reports and directories, and present comparisons of dataset and other figures. (Contains 70 references and 14 tables.) Available in PDF, EPUB and Kindle. Book excerpt: How can the selection of individuals to configure teams be improved with the help of information technology? Due to organizational trends, team-based work structures gain importance and increase the demand for staffing highly effective teams. However, existing human resource management systems have often not yet been adapted to support HR decision makers in this task and IS support for team staffing is rather scarce. Existing systems only consider whether a person has the required technical skills and abilities for a job. Those systems (1) are not able to capture the latent aspects that typically underlie personnel selection decisions, (2) do not consider candidate preferences and (3) especially neglect to consider the match between the person and the team members in terms of interpersonal compatibility. This book presents a decision support system based on an automated recommendation approach for providing a pre-selection of candidates that fit best with a specific job and with future team members. The system contributes to literature by proposing an IS-supported approach for the selection of individuals for teams and to practice by offering time and cost savings for HR professionals.
