Book excerpt: This paper discusses The Democratic Republic of the Congo’s Staff-Monitored Program and Request for Disbursement Under the Rapid Credit Facility. The economic environment remains challenging and vulnerable to shocks. Real gross domestic product growth is projected to decelerate to 4.5 percent in 2019 from 5.8 percent in 2018. The recent fall in commodity prices, new spending initiatives, and looser spending oversight during the political transition period have led to a weaker fiscal position mostly financed by the central bank. In this context, international reserves have fallen to critically low levels creating urgent balance of payment needs. The new government is committed to implementing measures and reforms that would strengthen macroeconomic stability, reinforce international reserves, address issues related to poor governance, a difficult business environment, and pervasive poverty. Authorities also intend to boost domestic revenue by restoring the functioning of the value-added tax and enforcing the personal income tax, while improving mining revenue forecasting. In addition, the government intends to introduce strict spending caps, increase the effectiveness of monetary policy, and foster inclusive growth and private sector development including through infrastructure projects and free basic education.

Macroeconomic stability is well established, and the external position has improved. Private sector development has reduced oil dependence and is assuring sustained poverty-reducing growth. Efforts should be supported by policies to increase the private sector’s access to credit, and deepen financial intermediation to improve the financial performance of state-owned enterprises.

Book excerpt: In August 1964, thousands of Simba rebels attacked and captured the city of Stanleyville in the newly independent Republic of the Congo and took more than 1,600 European and American residents as hostages, threatening to kill them if any attempt was made to recapture the city. In November of that year, after months of increasingly tense and complex discussions among the governments whose nationals were being held, an airborne assault by Belgian paracommandos dropped by American Air Force planes, combined with a CIA-piloted air strike against the Stanleyville airport, liberated most of the hostages, but only after a Simba-initiated massacre. "Dragon Operations: Hostage Rescues in the Congo, 1964-1965" provides both the political background to these events and a detailed account of the actual operations: Dragon Rouge, the operations in Stanleyville, and Dragon Noir, focused on the city of Paulis, several hundred miles away. The book highlights the difficulties in organizing an international rescue effort with insufficient joint planning and inadequate command and control among the Belgian and American forces, as well as their differing political ideas and goals. The ad hoc nature of the planning was exemplified by an initial American Special Forces plan to air drop its forces east of Stanleyville and float down the river to Stanleyville. This plan was aborted when it was pointed out that the existence of Stanley Falls between the drop zone and the city was an insuperable obstacle. The operation also suffered from the Belgian commander's colonial-era contempt for the numerical strength of the Simbas and American fears of what was in reality a non-existent Communist element in the rebel movement."Dragon Operations" demonstrates that, despite the slapdash nature of their planning and communications aspects, as well as the distance involved, the austere support, the large number of hostages, and a lack of intelligence data, they were remarkably successful in rescuing most of the hostages. Although less than ideal, the operations worked better than expected, given the conditions under which they were conducted. This important study of an almost forgotten episode of the Cold War has much to offer to military strategists and tacticians, political scientists and students of contemporary history alike. Using a case study methodology, this book has established that various forms of conflict perennially scourging the international community are influenced by obsessive self-seeking political passions for national interest defined in terms of power; that these passions are cunningly packaged in dangerous principles of sovereign equality and domestic jurisdiction and the doctrine of survival of the fittest; that it is these viruses that have always undermined and consequently retarded the United Nations efforts to realize fully its mandate as the chief custodian of world peace and security as was intended by its Founding Fathers in 1945 when all nation-states had already proved totally incapable of achieving this elusive goal, thus leading to the eruption of both World War I and II; that this tragedy is a function of mans paradoxical nature, his appetite for both peace and war; that although man is endowed with a unique natural ability to listen and understand better than all other members of the animal kingdom, unfortunately, like Adam and Eve, man is a perpetual hostage to his own double standard nature, which consequently does not allow him to pass an acid test on the virtue of pacta sunt servanda (honesty); and finally that this is why the wishes of the Founding Fathers of the United Nations contained in both the preamble and entire charter have always failed to bear fruit in full since its inception. Hence, an urgent need for an emergency revival of the original concept of this world bodys role by depreciating the existing dangerous supremacy of nation-states sovereignty and legitimacy in appreciation of the sovereignty and legitimacy of the United Nations as a panacea. This pragmatic innovation is cost-effective and, therefore, extremely necessary. Like a nation-states effectively authoritative responsibility over its intercitizen interaction within its respective nation-state jurisdiction, this newly revitalized world body could similarly possess an effectively authoritative responsibility over its interstate interaction, including acts of all nonstate actors within its international jurisdiction. Also, it would be able to contain both those viruses stated above and pathological tendencies of certain temporary insane actor(s) from emotionally resorting to thermonuclear, biological, or any other means of suicide mass terrorism/ genocide as ones payoff option to the source(s) of ones long helpless frustration and suffering that could consequently lead humanity to an automatic global Doomsday simply because of absence of such a needed world body to serve as an umpire for all in conformity with the wishes of the UN Founding Fathers.
