Book excerpt: Significant transformations in the socio-political and economic landscape of Sri Lanka in recent years encouraged five development partners-World Bank, Asia Foundation, and the governments of the United Kingdom, Netherlands and Sweden to collaborate on a conflict assessment in 2005. This reflects a growing trend in the development partner community of combining efforts, pooling resources, and taking advantage of comparative strengths to engage in conflict analysis exercises. The multi-donor conflict assessment revisits the underlying structures of conflict, identified in the previous conflict assessment, and explores the current dynamics of conflict factors with a particular focus on the peace process and international engagement. This note presents key findings of the assessment, in particular, the approaches supported by development partners in Sri Lanka. While this is drawn solely from the Sri Lanka experience, it is likely to have a broad relevance to many such countries.

Available in PDF, EPUB and Kindle. Book excerpt: The period between 2001 and 2006 saw the rise and fall of an internationally supported effort to bring a protracted violent conflict in Sri Lanka to a peaceful resolution. A ceasefire agreement, signed in February 2002, was followed by six rounds of peace talks, but growing political violence, disagreements over core issues and a fragmentation of the constituencies of the key parties led to an eventual breakdown. In the wake of the failed peace process a new government pursued a highly effective ‘war for peace’ leading to the military defeat of the LTTE on the battlefields of the north east in May 2009. This book brings together a unique range of perspectives on this problematic and ultimately unsuccessful peace process. The contributions are based upon extensive field research and written by leading Sri Lankan and international researchers and practitioners. The framework of ‘liberal peacebuilding’ provides an analytical starting point for exploring the complex and unpredictable interactions between international and domestic players during the war-peace-war period. The lessons drawn from the Sri Lankan case have important implications in the context of wider debates on the ‘liberal peace’ and post conflict peacebuilding – particularly as these debates have largely been shaped by the ‘high profile’ cases such as Kosovo, Afghanistan and Iraq. This book is of interest not only to Sri Lanka specialists but also to the wider policy/practitioner audience, and is a useful contribution to South Asian studies.

Book excerpt: Scientific Essay from the year 2013 in the subject Politics - Topic: Peace and Conflict, Security, grade: 1,0, Alice Salomon University of Applied Sciences Berlin AS (Intercultural Conflict Management), course: Conflict Management, language: English, abstract: A broad overview of the “internationalization” of peacebuilding in Sri Lanka is given in the beginning of this essay. An analysis of relevant actors and stakeholders is necessary to facilitate understanding of the international involvement while the Conflict Tree tool is used to visualize roots and effects of the difficult situation. Also the relevance of Track I and II approaches during the peacebuilding process and its effects on the conflict dynamics are discussed. Failures made by organizations during and after the Tsunami can be seen as the last straw to a non-reversible critical stance towards international engagement in Sri Lanka. Some of the main flaws will be discussed in detail, as well as organizational tactics to cope with the difficult situation caused by the flawed Tsunami aid response. As a conclusion, there will be a short needs analysis for changes in organizational practices.

Book excerpt: In 2009, after decades of conflict, the Sri Lankan government proclaimed the decisive defeat of the Liberation Tamil Tigers of Elam. Subsequently, the state proved resistant to attempts by the UN and other international bodies to promote post-war reconciliation or reform. In this incisive new work, Judith Large investigates the ways in which the Rajapaksa government was able to subvert international diplomatic efforts, as well as exploring the wider context of rising Sinhalese nationalism, the attendant growth of discrimination against minorities, and efforts by both the diaspora and citizens within Sri Lanka to work towards a positive peace. Push Back is vital reading not only for those interested in Sri Lanka, but also for those concerned about the wider implications of the conflict for human rights, peace-making, and geopolitics.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comparative survey of 18 contemporary peace processes conducted by leading international scholars. There is no standard model of peace processes and all will vary according to the context, type of conflict, timing, national and global economic climate, and factors like natural disasters. Therefore, making comparisons between peace processes is difficult, but it is beneficial – indeed, imperative – and is the principal motivation behind this volume. What works in one context may not work in another, but it can be modified and adapted to fit another context. The book is structured to maximise comparison between processes, and the case studies chosen are topical and span the major regions of the world. The concluding chapter systematically compares the case studies around 11 variables that cover the conflict context, peace process procedures, the responsiveness of the peace process to demands, and levels of participation and inclusion. Each peace process is then given a numeric score according to each of these variables, and the book thereby reaches judgements on whether each case can be termed a ‘success’ or a ‘failure’. This book will be essential reading for students of peace studies, conflict resolution, war and conflict studies, security studies, and IR.

Book excerpt: How can peace be brokered between warring sides in conflicts over self-determination and what roles do external third parties play? This book is the first of its kind to thoroughly explore the effectiveness of aid conditionality and other external tools that third parties — from states and regional organizations to NGOs — bring to the table in peace negotiations. Surveying the existing academic debate on incentives and peace conditionality, the author first identifies the gaps between theory and the needs of third party mediators and facilitators. Analysing in depth the negotiation processes in Sri Lanka (Eelam), Indonesia (Aceh), and the Philippines (Mindanao) as case studies, policy tools likely to be most effective are then identified and policy recommendations developed. This book is an invaluable resource for students, scholars, and practitioners alike.
