The risk inherent in the separation of powers is that the absence of a spirit of compromise can lead to the disintegration of the union. Eugene Good heart argues that the current union is in peril due to an unwillingness to cooperate on the part of contending parties. He explains how and why it has reached this point, while identifying common ground between thoughtful liberals and conservatives.Ironically, President Barack Obama, who from the outset affirmed the spirit of compromise and union, has governed in a time marked by apparently irreconcilable conflict between and within parties, and the branches of the government. Those on the extremes of the political spectrum view compromise as weakness and a lack of conviction, while those in the middle view it as necessary. Book excerpt: Political revolutions, economic meltdowns, mass ideological conversions and collective innovation adoptions occur often, but when they do happen, they tend to be the least expected. Based on the paradigm of 'leading from the periphery', this groundbreaking analysis offers an explanation for such spontaneity and apparent lack of leadership in contentious collective action. Contrary to existing theories, the author argues that network effects in collective action originating from marginal leaders can benefit from a total lack of communication. Such network effects persist in isolated islands of contention instead of overarching action cascades, and are shown to escalate in globally dispersed, but locally concentrated networks of contention. This is a trait that can empower marginal leaders and set forth social dynamics distinct from those originating in the limelight. Leading from the Periphery and Network Collective Action provides evidence from two Middle Eastern uprisings, as well as behavioral experiments of collective risk-taking in social networks.

Book excerpt: Beginning in January 2011, the Arab world exploded in a vibrant demand for dignity, liberty, and achievable purpose in life, rising up against an image and tradition of arrogant, corrupt, unresponsive authoritarian rule. These previously unpublished, countryspecific case studies of the uprisings and their still unfolding political aftermaths identify patterns and courses of negotiation and explain why and how they occur. The contributors argue that in uprisings like the Arab Spring negotiation is "not just a 'nice' practice or a diplomatic exercise." Rather, it is a "dynamically multilevel" process involving individuals, groups, and states with continually shifting priorities--and with the prospect of violence always near. From that perspective, the essaysits analyze a range of issues and events--including civil disobedience and strikes, mass demonstrations and nonviolent protest, and peaceful negotiation and armed rebellion--and contextualize their findings within previous struggles, both within and outside the Middle East. The Arab countries discussed include Algeria, Bahrain, Egypt, Libya, Morocco, Syria, Tunisia, and Yemen. The Arab Spring uprisings are discussed in the context of rebellions in countries like South Africa and Serbia, while the Libyan uprising is also viewed in terms of the negotiations it provoked within NATO. Collectively, the essays analyze the challenges of uprisers and emerging governments in building a new state on the ruins of a liberated state; the negotiations that lead either to sustainable democracy or sectarian violence; and coalition building between former political and military adversaries.
