This meet ing covered not only fundamental experimental and theoretical spin phenomena but also technological developments in polarized beams and targets. For the first time intermediate energy spin physics with electron machines was discussed extensively. Highlights included the work on polarized high energy electron beams at LEP and TRISTAN and the failure of the standard model in connection with spin phenomena, in particular the growth of the spin asymmetry in violent proton-proton scattering. Also the presentation of different models in con nection with the still-unsolved 'proton spin crisis' and the proposals for four different experiments to determine the spin structure functions caused lively and sometimes controversial discussions. The Organizing Committee would like to thank all speakers for their excel lent talks, the conveners for the organization of the parallel sessions, and the International Advisory Committee for their advice. Four workshops preceded the symposium. 160 participants, among them many young physicists, discussed mainly technological spin problems. These papers are published in separate proceedings. We gratefully acknowledge the enthusiastic help of the members of our institute in preparing and running the conference and the workshops, especially Mrs. D. FaSbender, Mrs. E. Wendorf, Mrs. J. Wetzel, and Dr. U.Idschok.

At these workshops many very interesting and important recent results were presented and reviewed. Thus we hope these proceedings will be valuable to many researchers in these fields. The Organizing Committee would like to thank all participants, in particular the speakers and the session chairmen, for their contributions to the workshops and for helping to create a lively and stimulating atmosphere. Book excerpt: International workshop on II Polarized Partons at High Q2 region 11 was held at the Yukawa Institute for Theoretical Physics, Kyoto University, Kyoto, Japan on October 13-14, 2000, as a satellite of the international conference ''SPIN 2000'' (Osaka, Japan, October 16-21,2000). This workshop was supported by RIKEN (The Institute of Physical and Chemical Research) and by Yukawa Institute. The scientific program was focused on the upcoming polarized collider RHIC. The workshop was also an annual meeting of RHIC Spin Collaboration (RSC). The number of participants was 55, including 28 foreign visitors and 8 foreign-resident Japanese participants, reflecting the international nature of the RHIC spin program. At the workshop there were 25 oral presentations in four sessions, (1) RHIC Spin Commissioning, (2) Polarized Partons, Present and Future, (3) New Ideas on Polarization Phenomena, (4) Strategy for the Coming Spin Running. In (1) the successful polarized proton commissioning and the readiness of the accelerator for the physics program impressed us. In (2) and (3) active discussions were made on the new structure function to be firstly measured at RHIC, and several new theoretical ideas were presented. In session (4) we have established a plan for the beam time requirement toward the first collision of polarized protons. These proceedings include the transparencies presented at the workshop. The discussion on ''Strategy for the Coming Spin Running'' was summarized by the chairman of the session, S. Vigdor and G. Bunce.

Book excerpt: The U.S. Department of Energy High Energy Physics Division provided $10,000 during 1997-1998, as partial support for the 1998 International Symposium on High Energy Spin Physics, which has been held every second September since 1974, and for its five associated Workshops that usually focus on some particular technical issue which is currently important to the field of High Energy Spin Physics. Similar funds were provided by Argonne Universities Association (AUA) during 1974-1978, by University of Michigan during 1979- 1994 and 1999-2004, and by DOE during 1995-1996. These Symposia and Workshops serve as a focus for the important, but technically difficult, field of High Energy Spin Physics, which requires state-of-the-art spin-polarized beams and spin-polarized targets. The Symposia and Workshops are guided by the standing International Committee for High Energy Spin Physics Symposia, which approves the content and location of the Symposia and Workshops. The Committee's Members are elected to 4-year terms; some of the more active and/or distinguished Members have served a number of terms. The Proceeding of each Symposium or Workshop is published, usually by a publisher near the meeting site.
