Book excerpt: Spent N-Reactor fuel will be moved from wet pool storage to dry storage at Hanford Washington. This fuel will be sequentially loaded into a Multiple Container Overpack (MCO), moved to the cold vacuum drying station, drained, cold vacuum dried, shipped to the Canister Storage Building (CSB), staged for up to 2 years, hot vacuum dried at 300 degrees C, hot conditioned at 150 degrees C, and finally, sealed and stored for up to 75 years in the CSB. During each proposed process step, the volatile radioactive fission products released to the atmosphere were estimated. Tritium is the only volatile fission product released insignificant amounts during each process step. For an accident scenario involving interior MCO temperature of 600 degrees C for up to 8 hours, it was estimated that many volatile fission products are released.

Book excerpt: This Operational Description is prepared as input to the Multi- Canister Overpack (MCO) Pressurization Analysis. The MCO Pressurization analysis will include topical studies and analyses on fuel/moisture/has behavior areas, modeling of temperature and pressure, and a culminating integrated gas generation and pressurization analysis providing the expected MCO pressure history for normal operating scenarios and for off-normal events. A basis for the temperature and pressure modeling will be this operational description. Its objective is to provide time, temperature, and MCO material loading envelopes for the modeling efforts, both for normal and off-normal events.

Book excerpt: The U.S. Department of Energy (DOE) established in the K Basin Spent Fuel Project, Regulatory Policy, dated August 4, 1995 (hereafter referred to as the Policy), the requirement for new Spent Nuclear Fuel Project (SNFP) facilities to achieve ''nuclear safety equivalency'' to comparable U.S. Nuclear Regulatory Commission licensed facilities. For activities other than during transport, when the Multi-Canister Overpack (MCO) is used and resides in the Canister Storage Building (CSB), Conditioning Facility or K Basins Path Forward Projects, additional NRC requirements will also apply to the MCO based on the safety functions it performs and its interfaces with the SNFP facilities. An evaluation was performed in consideration of the MCO safety functions to identify any additional NRC requirements, to establish nuclear safety equivalency for the MCO.

Available in PDF, EPUB and Kindle. Book excerpt: The Spent Nuclear Fuel Path Forward Project (SNF Project) has been established to develop engineered methods for the expedited removal of the irradiated uranium fuel from the K East (KE) and K West (KW) Basins. As specified by the SNF Project, the SNF will be removed from the K Basins, conditioned for dry storage and placed in a long term interim storage facility located in the 200 East Area. The SNF primarily consists of Zircaloy-2 clad uranium fuel discharged from the N-Reactor. A small portion of the SNF is Single Pass Reactor (SPR) Fuel, which is aluminum clad uranium fuel. The SNF will be loaded into Multi-Canister Overpacks (MCOs) at the K Basins, transferred to the Cold Vacuum Drying (CVD) facility for initial fuel conditioning, and transported to the Canister Storage Building (CSB) for staging, final fuel conditioning, and dry storage. The MCO is a transportation, conditioning, and storage vessel. The MCO consists of a 24 inch pipe with a welded bottom closure and a top closure that is field welded after the MCO is loaded with SNF. The MCO is handled and transported in the vertical orientation during all operations. Except for operations within the CSB, the MCO is always within the transportation cask which primarily provides radiological shielding and structural protection of the MCO. The MCO closure operations location study provides a relative evaluation of location options at the K Basins and the CVD Facility and recommends that the MCO closure weld be performed, inspected, and repaired at the CVD Facility.

Available in PDF, EPUB and Kindle. Book excerpt: Disposal of radioactive waste from nuclear weapons production and power generation has caused public outcry and political consternation. Nuclear Wastes presents a critical review of some waste management and disposal alternatives to the current national policy of direct disposal of light water reactor spent fuel. The book offers clearcut conclusions for what the nation should do today and what solutions should be explored for tomorrow. The committee examines the currently used "once-through" fuel cycle versus different alternatives of separations and transmutation technology systems, by which hazardous radionuclides are converted to nuclides that are either stable or radioactive with short half-lives. The volume provides detailed findings and conclusions about the status and feasibility of plutonium extraction and more advanced separations technologies, as well as three principal transmutation concepts for commercial reactor spent fuel. The book discusses nuclear proliferation; the U.S. nuclear regulatory structure; issues of health, safety and transportation; the proposed sale of electrical energy as a means of paying for the transmutation system; and other key issues.

Book excerpt: Over the past decade significant progress has been achieved in the development of waste characterization and control procedures and equipment as a direct response to ever-increasing requirements for quality and reliability of information on waste characteristics. Failure in control procedures at any step can have important, adverse consequences and may result in producing waste packages which are not compliant with the waste acceptance criteria for disposal, thereby adversely impacting the repository. The information and guidance included in this publication corresponds to recent achievements and reflects the optimum approaches, thereby reducing the potential for error and enhancing the quality of the end product. -- Publisher's description.

This book was released on 2006-09-12 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: DOE Tank Waste: How clean is clean enough? The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.

Book excerpt: The Committee on Electrometallurgical Techniques for DOE Spent Fuel Treatment was formed in September 1994 in response to a request made to the National Research Council (NRC) by the U.S. Department of Energy DOE. DOE requested an evaluation of electrometallurgical processing technology proposed by Argonne National Laboratory (ANL) for the treatment of DOE spent nuclear fuel. Electrometallurgical treatment of spent reactor fuel involves a set of operations designed to remove the remaining uranium metal and to incorporate the radioactive nuclides into well defined and reproducible waste streams. Over the course of the committee's operating life, this charge has remained constant. Within the framework of this overall charge, the scope of the committee's workâ€"as defined by its statement of taskâ€"has evolved in response to further requests from DOE, as well as technical accomplishments and regulatory and legal considerations. As part of its task, the committee has provided periodic assessments of ANL's R&D program on the electrometallurgical technology. Electrometallurgical Techniques for DOE Spent Fuel Treatment assesses the viability of electrometallurgical technology for treating DOE spent nuclear fuel and monitors the scientific and technical progress of the ANL program on electrometallurgical technology, specifically within the context of ANL's demonstration project on electrometallurgical treatment of EBR-II SNF. This report evaluates ANL's performance relative to the success criteria for the demonstration project, which have served as the basis for judging the efficacy of using electrometallurgical technology for the treatment of EBR-II spent nuclear fuel. It also addresses post-demonstration activities related to ANL's electrometallurgical demonstration project, and makes related recommendations in this area.
