Book excerpt: In the 1789 Declaration of the Rights of Man and of the Citizen, French revolutionaries proclaimed the freedom of speech, religion, and opinion. Censorship was abolished, and France appeared to be on a path towards tolerance, pluralism, and civil liberties. A mere four years later, the country descended into a period of political terror, as thousands were arrested, tried, and executed for crimes of expression and opinion. In Policing Public Opinion in the French Revolution, Charles Walton traces the origins of this reversal back to the Old Regime. He shows that while early advocates of press freedom sought to abolish pre-publication censorship, the majority still firmly believed injurious speech--or calumny--constituted a crime, even treason if it undermined the honor of sovereign authority or sacred collective values, such as religion and civic spirit. With the collapse of institutions responsible for regulating honor and morality in 1789, calumny proliferated, as did obsessions with it. Drawing on wide-ranging sources, from National Assembly debates to local police archives, Walton shows how struggles to set legal and moral limits on free speech led to the radicalization of politics, and eventually to the brutal liquidation of "calumniators" and fanatical efforts to rebuild society's moral foundation during the Terror of 1793-1794. With its emphasis on how revolutionaries drew upon cultural and political legacies of the Old Regime, this study sheds new light on the origins of the Terror and the French Revolution, as well as the history of free expression.

Book excerpt: Excerpt from The Principal Speeches of the Statesmen and Orators of the French Revolution, 1789-1795, Vol. 1: Mirabeau, Vergniaud, Gensonne, Guadet, Louvet, Cambon I ought to acknowledge my obligations to many kindly helpers, who have encouraged me in the somewhat laborious task of editing these speeches, but I must content myself with mentioning the names of M. Charles de Lomenie, worthy son of a worthy sire and his succemor in that great work Les Mirabeau, who has been kind enough to answer many minute queries of mine on the text of Mirabeau's speeches; and of Dr. Robinet, the learned authority on Danton, who lent me his copy of the rare brochure, con taining Robespierre's Notes for saint-just, which I have printed in an Appendix. I have adopted the English use of capital letters and of punctuation; my texts, especially those of Barere, justified this procedure, and I remembered that I was editing for English students chiefly, though I have been assured by several distinguished French workers on the period that the present collection contains so many reports and speeches never reprinted that it may be of use to them also. The notes I have kept as short as possible. In my biographies I have made frequent use of M. Jules Guifirey's Les Con rcnfionmls, in which for the first time a. Real canon for the spelling of the names of the deputies of the Convention, after examination of their own signatures, has been laid down. Book excerpt: Excerpt from The Principal Speeches of the Statesmen and Orators of the French Revolution, 1789-1795, Vol. 1: Edited With Introductions, Notes, and Indices; Mirabeau, Vergniaud, Gensonné, Guadet, Louvet, Cambon This is not the place to trace the growth of eloquence in France from the pedantic days of the Middle Ages, when the rules laid down by Aristotle and Quintilian were in variably obeyed, through the epoch of the revival of classical learning, when Cicero's speeches were the recognized models, down to modern times, when every public speaker tries to create an individual manner of his own. It is enough to point out the three chief directions in Which French oratory was developed before the convocation of the States General in 1789, and to show the respective influence of the three different styles in formin g the methods adopted by the famous speakers of the period of the French Revolution. These three varieties were pulpit, legal and academical oratory, each of which had a distinctive history and possessed its special characteristics.
