Julian, of Indiana, on the Slavery Question, Delivered in the House of Representatives, May 14, 1850 In some of the northern States, colored people enjoy equal political rights with the whites. In nearly all of them they are regarded as citizens. But they cannot visit South Carolina, Louisiana, and I believe some three or four other southern States, without being thrown into prison; and if they are not removed from the State by the per sons in whose care or employ they came, they are sold into slavery. This is a most palpable violation of the Constitution of' the United States, which provides that the citizens of each State shall be entitled to all the privileges and immuni ties of citizens ofthe several States. And when we send men among you to appeal peaceably to your own tribunals in behalf of such citizens men honored by their public standing, and clothed with official authority for their mission, they are driven out of your cities by mob menaces at the risk of their lives. It Will be settled, if We go about it as becomes patriots and statesmen, deter mined at all hazards to preserve inviolate the Constitution and the form of gov ernment it secures, and under Which we have so long and so happily lived. '3 2 That we have reached a crisis in the history of our country, no one Who hes been an attentive Observer of the signs of the times, it seems to me', can doubt-9 in my judgment a fearful, an alarming crisis. That our political fabric 15 in imminent peril, no one, I think, Who 15 not wilfully blind, can have failed to sée. A deep, pervading, almost universal discontent exists 1111 nearly one-half the States of this Union, at the apprehended fixed purpe's'e and detefminatidii of the other half, having a large majority in this House, to persist in a Eou'r'se of legislation, Which if consummated, will, in my judgment, blast the hopes of the friends of constitutional liberty throughout the World. On 'one side, We have heard of disunion as the ultimate remedy for the threatened evil; While on the other, the not less horrible alternative, of a forced submission, has been rung through this Hall. Thompson, of Indiana, on the Slavery Question: Delivered in the House of Representatives, January 25, 1849 Very soon after the formation of the Constitution, and before a fixed construction had been given to it by the several departments of the Government, and by the people themselves, efforts were made, by peti tions to Congress and appeals to federal legislation, to interfere with the rights that had been guarantied and secured by that instrument. A direct attempt was made to bring the power of the General Government to bear upon the institution of slavery as it existed in the several States of the Union. Congress was, at that time, composed of wise, of grave, of deliberate men, who neither acted from impulse nor passion. These men calmly and earnestly implored those who had agitated this ques tion, to let it alone, and to stand by the compromises of the Constitution. The moderation, the forbearance, the conciliation, the compromising spirit of that day triumphed over fanaticism and faction, and hushed them into silence. Men were not so accustomed then as now to nar-u row and enervate their minds with that miserable and sordid selfishness, which, if the times were not sadly out of joint, would stamp its posses sors as unfit for public trust.
