That we have no surplus today. That while we had a large amount of money a few years ago. Now we have nothing. Now if those people want to be fair they would go to the financial budget for the last few years. To get the figures; let them take the figures for the past five Years and study them. They would see that in our sparsely settled country it was necessary to make comparatively large expndltures to provide schools. Roads, and in order to provide these facilities it was necessary for us to borrow. And in order to keep up the credit of the country it was necessary for us to sell certain of our assets in' the way of timber and lands. Having put our railways through we must put through our lateral roadways and branch roads as well. We had to open the way for the country to produce. We had to spend money and of course reduce our surplus in the bank. But any schoolboy knows you cannot show deficits and still have money in the bank. That you must reduce your surplus in the bank if you want to carry on your works. We have shown that condition of financial affairs during these years. But my friends opposite hoped the people of this country were not a reading people. And would not delve into what the financial statements would show. My friends have stated that we are bankrupt. But I can inform them that we have today over 000 in the bank. (applause). I am sorry. Mr. Speaker. I said that; my friends and their supporters as soon as they hear there are in the bank. The whole rank and file of the Liberal party will be in the City of Victoria before the end of a week. Although this conception has been challenged in recent years, it has not been completely dispelled. In Colour-Coded, Constance Backhouse illustrates the tenacious hold that white supremacy had on our legal system in the first half of this century, and underscores the damaging legacy of inequality that continues today. Backhouse presents detailed narratives of six court cases, each giving evidence of blatant racism created and enforced through law. The cases focus on Aboriginal, Inuit, Chinese-Canadian, and African-Canadian individuals, taking us from the criminal prosecution of traditional Aboriginal dance to the trial of members of the 'Ku Klux Klan of Kanada.' From thousands of possibilities, Backhouse has selected studies that constitute central moments in the legal history of race in Canada. Her selection also considers a wide range of legal forums, including administrative rulings by municipal councils, criminal trials before police magistrates, and criminal and civil cases heard by the highest courts in the provinces and by the Supreme Court of Canada. The extensive and detailed documentation presented here leaves no doubt that the Canadian legal system played a dominant role in creating and preserving racial discrimination.
