Book excerpt: This paper contains four distinct parts relating to the preparation for the Second International Conference on Indo-Chinese Refugees held in Geneva in June 1989. The Introduction presents the developments which led up to the decision to convene the Conference, beginning with the foreign ministers meeting of the Association of South-East Asian Nations (ASEAN) in Bangkok in 1988 and a Preparatory Conference in Kuala Lumpur in March 1989. It was during this latter meeting that a draft proposal for a Comprehensive Plan of Action for achieving durable solutions to the region's refugee problem was approved. The second section describes the refugee situation in South East Asia and the 1979 Geneva Meeting designed to establish the basic framework for responding to the exodus of refugees in the region. The breakdown of the system for handling the situation and the lack of a workable range of humane alternatives led, according to the report, to ASEAN's appeal. The third brief section describes the various conferences held and the preparation for the Comprehensive Plan of Action. The fourth section is the Plan itself, which includes a broad framework for attacking the root causes of mass exodus while more firmly establishing international responsibility. The Plan has four major areas: it moves towards a de-coupling of the provision of first asylum from a prerequisite by countries outside the region to large-scale resettlement of Vietnamese; it seeks more regular relationships with Viet Nam regarding departure and return; movements of people out of Viet Nam and Laos are to be handled in a humanitarian manner; the Plan suggests the possibility of alternatives to voluntary return of those who do not meet the criteria for consideration as refugees.

This book was released on 1989 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: This statement, prepared for the International Conference on Indo-Chinese Refugees by the Advocacy Planning Task Force, an ad hoc group of Indo-Chinese-American community leaders based in the Washington DC area, and endorsed by 145 Indo-Chinese organizations in the United States, Canada and Europe, expresses the concern of the overseas Indo-Chinese community about the present treatment of asylum seekers from the Indo-Chinese region. The statement also reflects their concern regarding measures proposed at the International Conference. In the first part of the statement, the authors recommend, in particular, that any international arrangements and practices being worked out for Vietnamese should apply equally to asylum seekers from Laos and Kampuchea, and that Kampucheans should be given the status of refugees rather than 'displaced persons' as in the past. Section II is a 'Call to Action' to ensure safe refuge, genuine protection and timely resettlement for all Indo-Chinese asylum seekers. The third and final section offers specific recommendations regarding the implementation of elements contained in the Comprehensive Plan of Action adopted by the Conference. These elements consist of screening, orderly departure programmes, repatriation, resettlement and oversight and enforcement mechanisms.

Available in PDF, EPUB and Kindle. Book excerpt: Sixty years on from the signing of the Refugee Convention, forced migration and refugee movements continue to raise global concerns for hosting states and regions, for countries of origin, for humanitarian organisations on the ground, and, of course, for the refugee. This edited volume is framed around two themes which go to the core of contemporary ‘refugeehood’: protection and identity. It analyses how the issue of refugee identity is shaped by and responds to the legal regime of refugee protection in contemporary times. The book investigates the premise that there is a narrowing of protection space in many countries and many highly visible incidents of refoulement. It argues that ‘Protection’, which is a core focus of the Refugee Convention, appears to be under threat, as there are many gaps and inconsistencies in practice. Contributors to the volume, who include Erika Feller, Elspeth Guild, Hélène Lambert and Roger Zetter, look at the relevant issues from the perspective of a number of different disciplines including law, politics, sociology, and anthropology. The chapters examine the link between identity and protection as a basis for understanding how the Refugee Convention has been and is being applied in policy and practice. The situation in a number of jurisdictions and regions in Europe, North America, South East Asia, Africa and the Middle East is explored in order to ask the question does jurisprudence under the Refugee Convention need better coordination and how successful is oversight of the Convention?

Book excerpt: For half a century (ever since the Japanese invasion of 1942), much of Southeast Asia has been racked by war. In the last 20 years alone, some three million people fled their homes in Vietnam, Laos and Cambodia. This book is their story. It is also the story of the international community's response. Spearheading this was the United Nations agency responsible, UNHCR. It pioneered innovations like the Orderly Departure Programme, anti-piracy and rescue-at-sea efforts, and later on, ambitious reintegration projects for returnees. Today the camps in Southeast Asia are closed. Half a million people have returned home. Over two million have started new lives in the United States, Canada, Australia and France. This compelling book is the history of this modern exodus. It also takes stock and poses important questions. How did the flight of refugees and international response evolve? How do we measure the achievements and the failures of that international effort? What has been the legacy in Asia itself? And what lessons can be drawn for use in other refugee situations around the world?

Available in PDF, EPUB and Kindle. Book excerpt: One of the legacies of the unification of Vietnam under Communist leadership in 1976 was the problem of Vietnamese boat people. Tens of thousands of Vietnamese refugees fled the country in order to escape persecution and economic hardships. Since majority of them used small boats to flee the country to the neighbouring Southeast Asian Countries and Hong Kong, the Vietnamese refugees came to be called as 'boat people'. This dissertation is an attempt to analyse the problem of Vietnam boat people from 1975 to 1991 - that is from the birth of the boat people problem in the wake of American withdrawal from Vietnam in April 1975, to the conclusion of Paris Peace Accords on Cambodia in October 1991, which, among other things, facilitated Vietnam's "reintegration into the World Community" and the consequent growth of Vietnamese economy which in turn, it was fervently hoped, would not only induce the Vietnamese refugees to return to their native country but also discourage the Vietnamese from leaving the country.

Available in PDF, EPUB and Kindle. Book excerpt: Few historians of the Vietnam War have covered the post-1975 era or engaged comprehensively with refugee politics, humanitarianism, and human rights as defining issues of the period. After Saigon's Fall is the first major work to uncover this history. Amanda C. Demmer offers a new account of the post-War normalization of US–Vietnam relations by centering three major transformations of the late twentieth century: the reassertion of the US Congress in American foreign policy; the Indochinese diaspora and changing domestic and international refugee norms; and the intertwining of humanitarianism and the human rights movement. By tracing these domestic, regional, and global phenomena, After Saigon's Fall captures the contingencies and contradictions inherent in US-Vietnamese normalization. Using previously untapped archives to recover a riveting narrative with both policymakers and nonstate advocates at its center, Demmer's book also reveals much about US politics and society in the last quarter of the twentieth century.
