Although often persecuted by the state, East European writers formed what was frequently recognized to be a "second government," and their voices were heard and revered inside and outside the borders of their countries. This study by one of our most influential specialists on Eastern Europe considers the effects of the end of communism on such writers. According to Andrew Baruch Wachtel, the fall of the Berlin Wall and the creation of fledgling societies in Eastern Europe brought an end to the conditions that put the region's writers on a pedestal. In the euphoria that accompanied democracy and free markets, writers were liberated from the burden of grandiose political expectations. But no group is happy to lose its influence: despite recognizing that their exalted social position was related to their reputation for challenging political oppression, such writers have worked hard to retain their status, inventing a series of new strategies for this purpose. Remaining Relevant after Communism considers these strategies—from pulp fiction to public service—documenting what has happened on the East European scene since 1989.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Babiracki argues that the Soviets involved in foreign cultural outreach tried to use "soft power" in order to galvanize broad support for the postwar order in the emerging Soviet bloc. Populated with compelling characters ranging from artists, writers, journalists, and scientists to party and government functionaries, this work illuminates the behind-the-scenes schemes of the Stalinist international propaganda machine. Based on exhaustive research in Russian and Polish archives, Babiracki's study is the first in any language to examine the two-way interactions between Soviet and Polish propagandists and to evaluate their attempts at cultural cooperation. Babiracki shows that the Stalinist system ultimately undermined Soviet efforts to secure popular legitimacy abroad through persuasive propaganda. He also highlights the limitations and contradictions of Soviet international cultural outreach, which help explain why the Soviet empire in Eastern Europe crumbled so easily after less than a half-century of existence.

Regulation of hate speech exposes underlining and sometimes invisible societal values such as security and public order, equality and non-discrimination, human dignity, and other democratic vital interests. The spread of hatred and hate speech has intensified in many corners of the world over the last decade and its regulation presents a conundrum for many democracies. This book presents a three-prong theory describing three different but complementary models of hate speech regulation which allows stakeholders to better address this phenomenon. It examines international and national legal frameworks and related case law as well as pertinent scholarly literature review to highlight this development. After a period of an absence of free speech during communism, post-communist democracies have sought to build a framework for the exercise of free speech while protecting public goods such as liberty, equality and human dignity. The three-prong theory is applied to identify public goods and values underlining the regulation of hate speech in the Czech Republic and Slovakia, two countries that share a political, sociological, and legal history, as an example of the differing approaches to hate speech regulation in post-communist societies due to divergent social values, despite identical legal frameworks. This book will be of great interest to scholars of human rights law, lawyers, judges, government, NGOs, media and anyone who would like to understand values that underpin hate speech regulations which reflect values that society cherishes the most.
