Book excerpt: The purpose of this monograph is to offer some practical solutions to building unity of effort between Special Operations Forces (SOF) and conventional forces using operations in Afghanistan from 2001 until 2009 as a case study. In researching U.S. legal code and U.S. Armed Forces doctrine, it is clear that both the U.S. Congress and the various services intended all forces to work together towards a common end during operations. In the case of Afghanistan, it is apparent that three things complicated unity of effort between SOF and conventional forces: the lack of an Afghanistan campaign plan by USCENTCOM, the assignment of SOF under the operational control of the conventional force Joint Task Force from 2002 until 2006, and the difficulties of a transition to a NATO command structure in 2006. These complications affected both the activities on the battlefield and the synchronization of operational and strategic plans. This led to problems that included an atmosphere of mistrust and misunderstanding, support issues, conventional forces struggling to command and control SOF, unneeded restrictions on SOF, and personality conflicts that affected operations and synchronization. Several different possible solutions to improve unity of effort exist. They are: changing the command and control structure between SOF and conventional forces, nesting SOF operations and plans with the overall campaign plan, attempting to align the proper personalities with certain tasks and positions, educating and integrating SOF and conventional forces, aligning and empowering liaison officers more appropriately, and aligning SOF headquarters with conventional force headquarters as appropriate. The conclusion is that there are three imperatives to ensuring unity of effort between SOF and conventional forces. The first is to ensure that SOF operations and plans are nested with the overall theater campaign plan and if there is no overall theater campaign plan that SOF take the lead in its development. The second imperative is to use liaison officers that are the commander's representative and are value-added to the headquarters they liaise with. The third imperative is to ensure a command and control relationship between SOF and conventional forces which is flexible, allowing for the most robust support SOF can provide, while at the same time ensuring that forces are not working at cross-purposes. A more long-term and multi-faceted imperative that will take institutional change is that of the education of SOF and conventional forces about their respective branches, as well as prioritizing the integration of these forces during training and operations. Lastly, matching up personalities to staff positions wherein conventional forces and SOF interaction is high, as well as aligning SOF and conventional forces headquarters where appropriate are also areas in which unity of effort can be increased.

This monograph seeks to determine if and how the US Army should formalize the integration of conventional forces and special operations forces in training for the complex future. By analyzing instances of integration of conventional and special operations forces in the first two years of Operation Enduring Freedom in Afghanistan, this monograph concludes that peacetime integration in training should be emphasized more, particularly at the combat training centers. Because of the uncertainty inherent in the future operating environment, a formal model for this integration in training could not be developed. Regardless, an increase in integration of conventional and special operations forces in training will inherently provide a common understanding that can be applied to integration in combat. Conclusion Conventional forces and SOF integration and interoperability is often asserted as a key to maximizing resources to accomplish missions. International relations and complexity theorist Robert Jervis describes this interaction effect in saying that "events that occur close together also can have a different impact than they would if their separate influences were merely summed." He goes on to explain this concept that the whole of a system is different than the sum of its parts. Thinking systemically, CF and SOF integration has the potential to produce greater effects than if CF and SOF operated independently of each other. Despite this, CF and SOF integration is not fully embraced by either the conventional Army or the special operations community. United States Special Operations Command (USSOCOM) has recently instituted the Global SOF Network (GSN) model, where USSOCOM integrates the US SOF more closely with international and intra-national SOF elements. Meanwhile, the Army has implemented the Regionally Aligned Forces (RAF) concept, where Army conventional brigades develop regionally based expertise and form habitual relationships with Geographic Combatant Commands to aid in conducting theater security cooperation activities. Because of these initiatives, it is evident that SOF and CF will continue to operate in the same locations, toward the same objectives, in combat and non-combat operations in the future. Despite the emergence of the RAF and GSN concepts, and the theoretical ability for the whole of a system to be different than the sum of its parts, the Army has done little to formalize or foster continuous and lasting efforts for integrating special operations and conventional forces.

These units should operate with some independence but under a coherent command. In Vietnam, after several false starts, the United States developed an effective unified organization, Civil Operations and Revolutionary Development Support (CORDS), to guide the counterinsurgency. CORDS had three components absent from our efforts in Afghanistan today: sufficient personnel (particularly civilian), numerous teams, and a single chain of command that united the separate COIN programs of the disparate American departments at the district, provincial, regional, and national levels. This paper focuses on the third issue and describes the benefits that unity of command at every level would bring to the American war in Afghanistan. The work begins with a brief introduction to counterinsurgency theory, using a population-centric model, and examines how this warfare challenges the United States. It traces the evolution of the Provincial Reconstruction Teams (PRTs) and the country team, describing problems at both levels. Similar efforts in Vietnam are compared, where persistent executive attention finally integrated the government's counterinsurgency campaign under the unified command of the CORDS program. The next section attributes the American tendency towards a segregated response to cultural differences between the primary departments, executive neglect, and societal concepts of war. The paper argues that, in its approach to COIN, the United States has forsaken the military concept of unity of command in favor of 'unity of effort' expressed in multiagency literature. Book excerpt: "The Barack Obama administration is debating alternatives to the population-centric counterinsurgency strategy in Afghanistan that it unveiled in March 2009. The reevaluation is prompted by the recent submission of supporting civil and military campaign plans that indicate substantial additional resources are required for success. The resource issue is important, but as General Stanley McChrystal, USA, the new commander of U.S. and North Atlantic Treaty Organization (NATO) forces in Afghanistan, argues, the need to pursue an 'indirect' strategy that is sustainable for the Afghans and implemented with unified purpose is more important. Lack of progress in Afghanistan to date is due more to international donors and forces working at cross purposes, and unilaterally instead of with Afghans, than to insufficient resources. The current strategy requires an indirect military approach that emphasizes working by, through, and with indigenous forces and populations. So did the strategy of Obama's predecessor, George W. Bush. Nonetheless, operations alienating the Afghan public and producing civilian casualties increased rather than decreased, which crippled progress. In 2002, such operations often were conducted by conventional forces, but they now primarily involve U.S. special operations forces (SOF). SOF failure to support counterinsurgency objectives is a cardinal example of military units working at cross-purposes, and civil-military coordination challenges are even more daunting. Some opponents of General McChrystal's plan argue for abandoning counterinsurgency in favor of less complicated and less costly strikes against terrorists in Pakistan. However, the review of special operations offered here supports General McChrystal's view that effective kill/capture operations require intelligence and political support from indigenous populations. They should be based on an indirect approach to irregular warfare, which in turn is critically dependent upon improved unity of effort. The United States is trying to improve unified effort, but more needs to be done. The recommendations from this research are threefold. First, all Operation Enduring Freedom (OEF) mission forces except SOF special mission units (and their support) should be merged into the NATO International Security Assistance Force (ISAF) mission, binding the United States and NATO in one common effort. NATO is more willing to embrace this option than is commonly recognized. Second, key U.S. civil and military leaders should be given procedures that clarify who has final decision authority in the complex and rapidly evolving environment. Finally, steps must be taken to ensure that SOF operating under the ISAF mission uniformly focus on the indirect approach, that any ISAF kill/capture missions support counterinsurgency objectives, and that special mission units pursuing OEF counterterrorist objectives are constrained to minimize disrupting the ISAF mission."--Page 1.

Book excerpt: Over the past 15 years, the United States has been involved in many irregular conflicts worldwide. The most prominent of these conflicts occurred in Iraq and Afghanistan, where both conventional forces (CF) and special operations forces (SOF) were deployed on a large scale. As the United States attempted to figure out how to deal with these insurgencies and irregular threats, CF and SOF were often interdependent with one another. These interdependent operations often had tactical success, but strategic gains have proved elusive and it is unclear what effect these actions have had on SOF and their ability to counter irregular threats. Other conflicts, such as Operation Enduring Freedom-Philippines (OEF-P), only saw the employment of SOF to counter the irregular threats. This independent operation allowed SOF to remain flexible and bolster the Philippine government through an indirect approach. While interdependence is being applauded by both CF and SOF leaders from experiences in Iraq and Afghanistan, this thesis suggests that SOF may gain the greatest strategic utility in irregular wars when operating independently against irregular threats. There has been much discussion about the necessity of conventional forces (CF) and special operations forces (SOF) to be interdependent at the tactical and operational levels to accomplish strategic goals as the United States (U.S.) military begins to adapt to changing threats in the world. Sacolick and Grigsby note that the lack of interdependence "impedes the Army's ability to operationally leverage the unique cultural capabilities of special operations and inculcate them across the conventional force."1 They state that CF/ SOF interdependence will provide a seamless front to the adversaries of the United States. The purpose of this thesis is to examine the impact on SOF strategic utility of interdependence with CFs at the tactical and operational levels. Our research question is: to what extent does CF/SOF interdependence enhance or undermine special operations (SO) effectiveness? The creation of SOCOM in 1987 gave SOF the command and control capability to conduct independent and supported operations. Since the beginning of the GWOT, this capability has been exercised multiple times as well as SOF being the supporting command. The conflicts during the GWOT were the first campaigns, of a long duration, that saw the heavy use of both CFs and SOF operating in the same battlespace. This wide variety of operations during the GWOT, may provide the most relevant cases to examine SOF's strategic utility when interdependent with CFs under the SOCOM structure. The growing demand for CF/SOF interdependence took on great importance as a result of the wars in Iraq and Afghanistan. During Operation Enduring Freedom Afghanistan (OEF-A) and Operation Iraqi Freedom (OIF), CFs and SOF operated in the same battlespace. The length of the conflicts (still ongoing in both theaters) also played a role in the relationship between CFs and SOF. CFs and SOF would often train together during pre-mission preparation prior to deployments. Since the demand for more interdependence grew out of these conflicts, the case studies selected will focus on campaigns associated with the GWOT: Afghanistan, Iraq, and the Philippines. The campaigns in both Iraq and Afghanistan were very visible conflicts that saw the heavy use of both CFs and SOF. The campaign in the Philippines, on the other hand, was less visible to the public. CFs did not participate in Operation Enduring Freedom-Philippines (OEF-P) due to force constraints imposed by the Philippine government. All three cases have unique characteristics that will help provide a balanced approach for the analysis.

Specifically, these mental models consider task-based interdependence, focusing on employment of special operations in the direct approach, versus combined symbiotic interdependence in long-term campaigns. The Army institutional generating force manages the doctrinal and educational processes for improving organizational learning. However, the responsibility falls to special operations organizations to inform doctrine and education with special operations theory, and joint opportunities geared toward an indirect approach to special warfare.

As technology has proliferated and become accessible in even the most remote corners of the world, the US military's competitive advantage is being challenged across all of the warfighting domains. In the last decade, we have witnessed an emergent China, a revanchist and aggressive Russia, a menacing North Korea, and a cavalier Iranian regime. Each of these adversaries seeks to change the world order in their favor and contest US strategic interests abroad. The chance for war against a peer or regional near-peer adversary has increased exponentially, and we must rapidly shift our focus to successfully compete in all domains and across the full range of military operations.Over the last two years, the US Army has rapidly shifted the focus of its doctrine, training, education, and leader development to increase readiness and capabilities to prevail in large-scale ground combat operations against peer and near-peer threats. Book excerpt: The conflict in Afghanistan is currently in its eighth year and the United States Government and its NATO/ISAF partners are in the process of rethinking their entire strategy. Eight years of counterinsurgency, counterterrorist, and stabilization operations have thus far resulted in an ever steady increase in the level of violence, an unprecedented resurgence of Taliban control and Al Qaeda operations across the entire country, and has arguably brought the entire US and NATO/ISAF effort to the precipice of mission failure. At the forefront of efforts in Afghanistan are US/OEF and NATO/ISAF Special Operation Forces (SOF). The organizational command and control structure for SOF in Afghanistan is a major shortcoming in SOF effectiveness, and does not follow the Principal of War Unity of Command, and only vaguely supports the idea of Unity of Effort. In spite of the similarity of mission, operational focus and capabilities, within the confines of the theater command and control architecture, US/OEF and NATO/ISAF SOF and their mandates are separate and distinct and essentially operate independently of one another. Arguably the most flexible, dynamic and productive force in Afghanistan, changes to the SOF organizational command and control structure could yield significant results.
