Book excerpt: In 2020, a Special Issue titled "Sustainable Rural Development: Strategies, Good Practices and Opportunities" was launched, in which 16 papers were published. The aim of this monograph was to study a problem that is occurring on a global scale and, above all, in the most developed countries, which is the population emigration from rural areas to urban areas due to the labour and service opportunities offered by the latter. This is causing a demographic deterioration of rural areas, and those that remain show high rates of ageing, masculinisation, or low demographic growth. In addition, and interrelated with this demographic deterioration, there is economic and environmental degradation. Rural areas are territories with increasingly lower purchasing power, job opportunities, and services for the population, which are classified as "spaces in crisis". The papers in this Special Issue evidence the many public and private strategies that are being pursued to achieve sustainable rural development in declining areas. The diversity of approaches offer a vision of the practical application and the obstacles or difficulties that many of them are having to achieve their objectives. All of these strategies are intended to achieve economic dynamism that is respectful of the environment and from there to be able to reduce the regressive demographic processes in rural areas. These are different approaches that allow us to contribute, from scientific, holistic, and multidisciplinary knowledge, and they can help decision making in public policy and planning strategies.

Book excerpt: Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

This reflects growing awareness that even countries with high rates of growth can experience stagnating or increasing inequality, and that inequality can itself limit the poverty reducing effects of growth. Indeed, recent work indicates that, in addition to its intrinsic value, equity should be valued for its positive impacts on growth and the poverty-reducing effects of such growth. These concerns are coupled with questions of governance. This is because institutional arrangements affect not only overall rates of growth but also the distributional effects of growth, and are themselves more or less equitable in their structure and functioning. How given institutional arrangements emerge over time, with their implications for growth and equity, remains less understood. 'Institutional Pathways to Equity: Addressing Inequality Traps' tackles the relationship between equity and development, the place of institutions in determining these relationships, and the conditions under which particular institutional arrangements can either block or promote transitions toward more equitable forms of development. The chapters, originally commissioned as background documents for the preparation of the World Development Report 2006, are prepared by leading scholars from the fields of economics, political science, sociology, geography, and development studies. The book speaks directly to current discussions on inequality, poverty, and growth and will contribute to the construction of a historically informed political economy of development. The book specifically highlights the importance of inequality, institutional change through social mobilization, and institutional change through state policies.
