Book excerpt: Excerpt from Special Instructions for the Organization of Rural Graded Schools To Trustees and Teachers: The growth of rural graded schools employing two teachers or three teachers has brought better educational facilities to nearly 300 districts containing nearly 25,000 children. This bulletin is reprinted for four reasons: - 1. To emphasize the necessity of careful organization, especially in the first four grades. The daily programs for two-teacher and three-teacher schools are especially recommended for careful examination. Every school receiving State aid must file with the State Superintendent a copy of each teacher's daily program before this aid can be paid. 2. To call attention to the supplementary reading books, and, incidentally, to the 1914 Library List. 3. To urge proper equipment in each classroom. In many schools this minimum equipment can be improved, especially in blackboards, maps and desks. 4. In the hope of stimulating lagging communities to take advantage of the rural graded school Act. Each school should file at the end of the first month its application for State aid during the current year. All such applications should reach the State Superintendent between December 1st and December 15th. If principals and teachers would forward specimen programs without written requests, their co-operation would facilitate the handling of applications by the State Department of Education. At the close of the session each principal should file his annual report with the State Superintendent of Education, the County Superintendent of Education, and the Clerk of the Local Board of Trustees. Schools failing to forward this report are liable to forfeit their right to State aid the ensuing year. The three-teacher school guarantees adequate instruction. South Carolina needs at least 500 such educational centers. The present development points to the establishment of many additional high schools and rural graded schools during 1914-15. It deals principally with the subject of consolidated and union graded schools and should be studied carefully by all teachers, school board members, and patrons who are interested in making the rural schools of this state more efficient. It is not our purpose to urge the consolidation of schools against the wishes of the people in any community. On the other hand, we advise that unless a community can act in peace and harmony it would be better to let the schools remain as they are. We believe that a close study of this bulletin, in which we have set forth the advantages of consolidation the plan of organization and the results obtained in many of the consolidated schools, will create a desire to provide better advantages for the boys and girls now attending rural schools. We have endeavored to give you the best information obtainable from other states, in addition to the experience which we have had in our own state, on this subject. We fully realize that some course must be taken by which we can give to the boys and girls in the rural districts high school advantages. To send them to town for an education means not only to educate them away from the farm (home?) but, in many instances, to educate them under conditions very much to their disliking. We do not contend that it is not best to send the children to high school in the town or city when there is no other high school for them to attend. The reverse is true. But we do contend that a rural high school conducted entirely for the benefit of rural pupils is far more efficient and desirable for farm boys and girls than a town high school. During my first administration, the Legislature appropriated $100,000 to encourage consolidated schools. This was exhausted, and the last Legislature appropriated $175,000 for the benefit of consolidated and union graded schools. This money is available when the conditions prescribed by law are met. Book excerpt: Excerpt from The Organization of Instruction Materials: With Special Relation to the Elementary School Curriculum For a number of years the writer has been engaged in training teachers for elementary and secondary schools. During this time he has had excellent opportunities to observe the struggle of beginning teachers in their attempts to interpret courses of study. He has frequently had occasion to listen to expressions of discouragement from teachers of experience, both trained and untrained, who were attempting to follow courses of study that failed to give a clear statement of the subject matter to be taught and the method of teaching it. Often he has found such teachers to have recourse to courses of study of other systems in spite of the fact that the fundamental plan of such courses might not be in harmony with that of the system to which it was being adapted. The present study is an attempt to show how such courses of study may be made of greater service to teachers in their task of making instruction materials meaningful, of bringing about organization of knowledge on part of children. The assumptions in the discussion of this problem are as follows, (1) The course of study of a school system is a plan of action for the teachers of the system; it must therefore indicate clearly what is to be taught and how such materials are to be made real experiences on part of children. (2) The object of teaching must be the organization of experiences by children with a view of making them available for further use and, for this reason, helps given teachers on "how to teach" must concern themselves largely with the problem of how children's experiences are to become organized. I am greatly indebted to Professor Frank M. McMurry for helpful suggestions and criticisms in making the study; to the works of Professors Dewey and I. E. Miller for a statement of the psychology of thinking; to Dr. William H. Kilpatrick for suggesting the final arrangement of chapters; to the critic teachers of the William McGuffey School of Miami University for supplying some of the illustrations of children's organizations of the third chapter and for trying out the concrete plans of the fifth chapter. The bibliography indicates those books most frequently used in connection with the various phases of the discussion.
