Book excerpt: The political and spiritual affinity felt by black peoples may date back centuries, but it was first formalized in Africa by a series of conferences at the beginning of the twentieth century. In the postwar struggle for independence, Africanness became a potent force. Later, in the early 1960s, the flood of newly independent African states adopted a Pan-African ideal in their common struggle against the remaining colonial and white-dominated territories on the continent. The launch of the Organization of African Unity (OAU) in 1963 was an impressive achievement by any standards, and many commentators cited in this bibliography recognize this, adding that the OAU's survival for thirty years is even more astonishing. Overall, however, assessments of the OAU's activities have not been positive. Lack of unanimity among member-states has weakened the OAU's ability to deal with disputes. While critical of OAU's ineffectiveness, most writers marvel at the organization's resilience over three decades. While Central and Eastern Europe fragment, Africa is still represented by one organization, with annual meetings continuing to be held and attended by foreign ministers, prime ministers, and presidents. Despite of its widely acknowledged status as one of the most successful regionalism, ASEAN still suffers from numerous obstacles. Yet, in the midst of ASEAN uncertain future trajectories, there is only limited consensus on how to approach ASEAN regionalism. Scholars of ASEAN regionalism tend to use ASEAN identity as the main explanation of cooperation among ASEAN member states. However, this approach suffers from limitations. Emphasis on static, traditional, and all-encompassing identity has made issue-specific cooperation and its internal dynamics neglected. The way issue-specific cooperation alters ASEAN architectures also remains understudied. By shifting attentions to issue-specific cooperation, this book attempts to fully grasp the dynamics of 50 years of ASEAN cooperation. Why could ASEAN member states reach consensus in certain issues—ranging from energy, environment, human rights, disaster management, human security, to infectious disease—albeit ASEAN values such as non-interference and informality? How do these practices of cooperation reshape the idea of ASEAN values? Will the changing practice of issue-specific cooperation spillover to the strengthening of ASEAN regionalism?

Historically, basement tectonics conferences have focused on such topics as reactivation of faults, the influence of basement faults on metallogeny and hyrocarbon accumulation, and the use of geophysical and remote sensing techniques to interpret subsurface and surface geology. The 8th Conference diverged from past conferences in that a unifying theme was selected. Because ancient major terrane or cratonic boundaries are often postulated to be fault zones which are subsequently reactivated, the conference was organized to examine all aspects of ancient continental margins and terrane boundaries and to compare younger (Mesozoic) ones, about which more is known, with older (Paleozoic and Precambrian) ones. Moreover, because the 8th Conference was held in the northwestern United States, a greater emphasis was placed on the Mesozoic margin of western North America and the North American shield. The seven oral sessions and four poster sessions all dealt with aspects of the conference theme: characterization and comparison of ancient continental margins. The organizers extend their thanks to those individuals who graciously consented to serve as moderators for the oral sessions: John M. Bartley, Mark S. Gettings, M. Charles Gilbert, John M. Guilbert, Donald W. Hyndman, William P. Leeman, Robert Mason, and A. Krishna Sinha. The program with abstracts volume was prepared by S. E. Lewis and M. J. Bartholomew.
