Book excerpt: By signing S-1926, Governor Kean established a 21 member task force to evaluate the state compensation plan and to recommend how to eliminate any existing gender-based inequities in state salaries and wages. This new group was designed to complement the Governor's task force on pay equity. Governor Kean mentions Senator Wynona M. Lipman, Assemblyman John O'Bennett, Cary Edwards, Gene McCaffrey, members of his staff: Amy Piro, Sue Sandman, Al Vuocolo and Alms Saravia, the Executive Director of the Commission, and how much he appreciated their design efforts. These members represent members of Kean's administration, representatives of organized labor, members of the Legislature and women's advocates. Several public members would also be appointed. the Governor emphasizes that this task force will be more than merely a study commission since the Civil Service Commission will file a prompt report on the recommendations that the task force must submit every six months of its existence. If the Legislature does not act on those reports within five months, the task force will suspend its work.

Type III schools also often focus on supporting social and emotional growth. Governor Kean mentions that there are 600 school districts in New Jersey. State intervention would be a last resort. The issue is the future of our children and Kean firmly states that "we will not allow our children's future to be jeapardized by a faulty, flawed and failed education system." He further states that "we all have a stake in their future and that no New Jerseyan would stand in the way of a better life for our children and our state."
