Book excerpt: In September 1977 a 'Regional Science Symposium' was held at the Faculty of Economics of the University of Groningen in the Netherlands. Organized because of the recent establishment at the Faculty of Economics of a group that is engaged in teaching and research in the field of regional science, the aim of the symposium was to make university members more familiar with regional science and to introduce the newly created group to the national and international scene. Two separate topics were selected, of potential interest to both re searchers and policy-makers. The first, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy orientated point of view. This ensured the enlightenment of the various dimensions of spatial inequality and its implications for regional policy. The results have been collected in the volume Spatial Inequalities and Regional Development. The second theme focused on spatial statistical analysis. This branch of statistics is a relatively new one which receives growing attention among researchers in the field of applied regional science. The meeting on this topic concentrated on new results of research on the use of appro priate statistical and econometric methods for analyzing spatial data. The papers concerned have been collected into another volume, Explora tory and Explanatory Statistical Analysis of Spatial Data.

The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level. These questions have become important in recent years as the spatial dimensions of inequality have begun to attract considerable policy interest. In China, Russia, India, Mexico, and South Africa, as well as most other developing and transition economies, spatial and regional inequality - of economic activity, incomes, and social indicators - is on the increase. Spatial inequality is a dimension of overall inequality, but it has added significance when spatial and regional divisions align with political and ethnic tensions to undermine social and political stability. Also important in the policy debate is a perceived sense that increasing internal spatial inequality is related to greater openness of economies, and to globalization in general. Despite these important concerns, there is remarkably little systematic documentation of what has happened to spatial and regional inequality over the last twenty years. Correspondingly, there is insufficient understanding of the determinants of internal spatial inequality. This volume attempts to answer the questions posed above, drawing on data from twenty-five countries from all regions of the world. They bring together perspectives and expertise in development economics and in economic geography and form a well-researched introduction to an area of growing analytical and policy importance.

Book excerpt: Economic theory, including endogenous growth, the role of institutions, and, most importantly, the New Economic Geography (NEG), have made significant progress in explaining the emergence of core-periphery patterns behind this divergence. They point to the critical role of agglomeration, which confers benefits to metropolitan cores that have the advantages of large markets, deep labor pools, links to international markets, and clusters of diverse suppliers and institutions. Regions relatively near the metropolitan core are likely to benefit from spillovers and congestion-related dispersion. Regions further outside the core however, are not only less able to take advantage of spillovers, but also more likely to be far removed from key infrastructural, institutional, and interpersonal links to regional and international markets. As a result, they face significant challenges to becoming competitive locations to host economic activity. Thus the geographical pattern of core and peripheral regions is increasingly manifest in an economic pattern of 'leading' and 'lagging' regions.

Book excerpt: In this Element, we investigate how economic geography, the distribution of subnational economic endowments within a nation, shapes long-run patterns of inequality through its impact on the development of fiscal capacity. We present an argument that links economic geography to capacity through different types of industrialization processes. We show how early industrializers shape spatial distributions domestically by investing in productivity across their nations, and externally by reinforcing spatial polarization among late industrializers. We also show how differences in economic geography impact the process of capacity building, setting the stage for the modern politics of redistribution discussed in Volume II. We support this argument with descriptive data, case studies, and cross-national analyses.

Book excerpt: This book re-evaluates a rich scientific heritage of space- and history-sensitive development theories and produces an integrated methodology for the comparative analysis of urban and regional trajectories within a globalized world. The main argument put forward is that current mainstream analyses of urban and regional development have forgotten this rich heritage and fail to address the connections between different dimensions of development, the role of history and the importance of place and scale relations. The proposed methodology integrates elements from different theories – radical economic geography, regulation approach, cultural political economy, old and new institutionalism – that all share a strong concern with time and space dynamics. They are recombined into an interdisciplinary (meta)theoretical framework, capable of articulating the overall problem of socio-economic development and providing methodological anchors for comparative case-study analysis, while recognizing context specificities. The analytical methodology focuses on key dynamics and relations, such as strategic agency and collective action, institutions and structures, culture and discourse, as well as the tension between path-dependency and path-shaping. The methodology is then applied to eight urban and regional cases, mostly from Western Europe, but also from the United States and China. The case studies confirm the relevance of time- and space-sensitive analysis, not only for understanding development trajectories, but also for policy making. They ultimately highlight that, while post-war institutions were able to address systemic contradictions and foster a relatively inclusive development model, the neoliberal turn has led to reductionist policies that not only have resulted in an increase in social and spatial inequalities, but have also undermined growth and democracy.

The authors support the hypothesis that the current regional disparities are principally the result of a long and complex process in which historical, geographical, economic, institutional, and political factors have all worked together. Lessons from the past can aid current debates on regional inequalities, territorial cohesion, and public policies in developing and also developed countries. In contrast with European countries, Latin American economies largely specialized in commodity exports, showed high levels of urbanization and high transports costs (both domestic and international). This new research provides a new perspective on the economic history of Latin American regions and offers new insights on how such forces interact in peripheral countries. In that sense, natural resources, differences in climatic conditions, industrial backwardness and low population density areas leads us to a new set of questions and tentative answers. This book brings together a group of leading American and European economic historians in order to build a new set of data on historical regional GDPs for nine Latin American countries: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, Peru, Uruguay and Venezuela. This transnational perspective on Latin American economic development process is of interest to researchers, students and policy makers.
