Safe spaces, trigger warnings, microaggressions, the disinvitation of speakers, demands to rename campus landmarks—debate over these issues began in lecture halls and on college quads but ended up on op-ed pages in the New York Times and the Wall Street Journal, on cable news, and on social media. Some of these critiques had merit, but others took a series of cheap shots at “crybullies” who needed to be coddled and protected from the real world. In Safe Spaces, Brave Spaces, John Palfrey argues that the essential democratic values of diversity and free expression can, and should, coexist on campus. It analyzes how various political entities shape the physical landscapes of inclusion and exclusion to reproductive healthcare access, and questions what architecture's responsibilities are in respect to this spatial conflict. Employing writing, drawing and mapping methodologies, this interdisciplinary project explores restrictions and legislatures which directly influence abortion policy in the US, Mexico and Canada. It questions how these legal rulings produce spatial complexities and why architecture isn't more culturally and spatially engaged with these spaces. In Mexico, where abortion is fully legal only in Mexico City during the first trimester, women must travel vast distances and undergo extreme conditions in order to access the procedure. Conservative state governments continue to make abortion a severely punishable crime. In Canada, there are nowhere near the cultural and religious stigmas to abortion as in the US and Mexico. Completely legal and without restrictions, Canada offers an important contrast to the ongoing abortion issues within the US and Mexico. Researching the spatial implications of such a politicized space, this book expands beyond a study of abortion clinic and includes other spaces such as women's shelters and hospitals that require multiple levels of secured spaces in order to discuss the spatial ramifications of access and security within spaces that are highly personal, private, and sometimes secret or even hidden. In questioning what architecture's responsibility is in these spatial conflicts, the book looks at how what architecture 'does' can be used to reconsider the spaces and security around such contested places, and ultimately suggests what design's potential impact might be. In doing so, it shows how architecture's role might be redefined within social and spatial practices.

The book explores the nature of insecurity in the Global South; the nature of the responses to this insecurity on public and small-scale collective as well as individual level; the potential of these responses to be more than neo-liberal mechanisms to govern and contain the poor and lessons to be learnt from these three countries. The first section covers livelihood strategies in urban and rural areas as individual and small-scale collective response to the condition of insecurity. Insecurity in the countries of the South is characterised by a high degree of uncertainty of the availability of income opportunities. The second section looks at state responses to insecurity and contributions on social protection measures taken by the respective IBSA governments. The third section discusses whether alternative development paths can be identified. The aim is to move beyond ‘denunciatory analysis.’ Livelihood strategies as well as public policies in some of the cases allow for the building of new spaces for agency and contestation of a neo-liberal mainstream which provide emerging and experimental examples. The book develops new thinking on Northern welfare states and their declining trade unions. It argues that these concepts, knowledge and policy innovations are now travelling in three directions, from North to South, from South to North, and between Southern countries. In the aftermath of 9/11, security practices and the denial of human rights and civil liberties are often portrayed as an exception to liberal rule, and seen as institutionally, legally and spatially distinct from the liberal state. Drawing upon detailed empirical studies from migration controls, such as the French waiting zone, Australian off-shore processing and US maritime interceptions, this study demonstrates that the limitation of liberties is not an anomaly of liberal rule, but embedded within the legal order of liberal democracies. The most ordinary, yet powerful way, of limiting liberties is the creation of legal identities, legal borders and legal spaces. It is the possibility of limiting liberties through liberal and democratic procedures that poses the key challenge to the protection of liberties. The book develops three inter-related arguments. First, it questions the discourse of exception that portrays liberal and illiberal rule as distinct ways of governing and scrutinizes liberal techniques for limiting liberties. Second, it highlights the space of government and argues for a change in perspective from territorial to legal borders, especially legal borders of policing and legal borders of rights. Third, it emphasizes the role of ordinary law for illiberal practices and argues that the legal order itself privileges policing powers and prevents access to liberties.
