Der Handel in die Prostitution ist jenes Ziel, welches am häufigsten von Menschenhändlern verfolgt wird. Aus diesem Grund liegt der Fokus in diesem Buch auf dem Frauenhandel in Europa und der Schwerpunkt überwiegend auf dem Prostitutionshandel, der innereuropäisch stattfindet. Da die Autorin dafür eintritt diese menschenverachtende Form von Gewalt und Sklaverei zu unterbinden, wird untersucht, welche Maßnahmen zur Bekämpfung des Frauenhandels getroffen werden und wie den Opfern geholfen wird. Um diese Maßnahmen nachvollziehbar zu gestalten, werden besonders auch die Ursachen herausgearbeitet. Ziel ist es weiterhin die Herausforderung für die soziale Arbeit darzustellen und zu klären, inwieweit die Sozialpädagogik Opfer des Frauenhandels unterstützen kann.

Seit der Anwerbung von Gastarbeitern in den 1950er Jahren und dem damit zusammenhängenden Zuzug von Familienangehörigen ist die Zahl der Ausländer bis in die 1990er Jahre stark angestiegen. Als politische Konsequenz wurden in der Folge die Ausländergesetze und Einwanderungsbestimmungen immer restriktiver. Daraus resultierte eine verstärkte illegale Einwanderung. Einen Teilbereich dieser irregulären Migration stellt der Frauenhandel dar, bei dem Frauen aus wirtschaftlich benachteiligten Ländern mit Hilfe von Schleppern nach Deutschland migrieren. Dieser Problematik wird gerade in den letzten Jahren auf internationaler Ebene vermehrt Aufmerksamkeit geschenkt, vor allem angesichts der Tatsache, dass der Zustrom von betroffenen Frauen kontinuierlich zunimmt. Aufgrund der Aktualität und Brisanz der Thematik schreibe ich meine Diplomarbeit über von Menschenhandel betroffene Frauen als Klientinnen sozialer Arbeit. Meiner Arbeit liegen folgende Fragestellungen zugrunde: Wie stellt sich das Phänomen Frauenhandel insgesamt dar? Wie wird Frauenhandel gesetzlich reglementiert und strafrechtlich verfolgt? Wie stellt sich die Lebenssituation der betroffenen Frauen in Deutschland dar, hinsichtlich der Arbeitssituation sowie der gesundheitlichen und sozialen Situation? Welche Gegenmaßnahmen finden auf politischer und polizeilicher Ebene statt? Wo kann/soll soziale Arbeit ansetzen, um die betroffenen Frauen zu unterstützen? Ziel der Arbeit ist es, anhand der aufgestellten Fragestellungen, einen Gesamtüberblick über das Phänomen Frauenhandel zu vermitteln. Ich möchte herauskristallisieren, wo die Ursachen von Frauenhandel liegen und daraus Ansatzpunkte für Gegenstrategien herleiten. Dabei möchte ich auch darlegen, wo ich die Aufgabenbereiche der sozialen Arbeit mit dem Klientel der Menschenhandelsopfer sehe.

Nach Art. 3 der Menschenrechtserklärung hat jeder Mensch das Recht auf Leben, Freiheit und Sicherheit seiner Person. Nach Art. 4 darf niemand in Sklaverei oder Leibeigenschaft gehalten werden und alle Formen von Sklaverei und Sklavenhandel sind verboten (vgl. UNRIC 2008 a). Obwohl Menschenhandel gemäß der Menschenrechtserklärung verboten ist, werden täglich Millionen von Frauen, Männern und Kindern auf unterschiedlichste Weise als lukrative „Ware“ an- und verkauft. Der International Labor Organization (ILO2) zufolge (vgl. ILO 2008) leben und arbeiten gegenwärtig mindestens 12,3 Millionen Menschen weltweit unter Zwang und sklavenähnlichen Bedingungen und erfahren so massive Verletzungen ihrer Menschenwürde und Menschenrechte. Die Dunkelziffer ist jedoch weitaus höher. Menschenhandel zählt neben dem Drogen- und Waffenhandel zu den größten und lukrativsten kriminellen Wirtschaftszweigen. Hiermit werden die höchsten Umsätze der organisierten Kriminalität erzielt. Jährlich sind es schätzungsweise 44 Millionen US-Dollar (vgl. ebd.). Wie in dem Film Human Trafficking aus dem Jahre 2005 Wiedergegeben: (...) ca. 30 Gramm Kokain bringen 1200 Dollar, aber man kann es nur einmal verkaufen. Eine Frau oder ein Kind bringen 50 bis 1000 Dollar. Dafür verkauft man sie öfter am Tag; Tag für Tag, für Tag, für Tag. Der Marktwert ist einfach unvorstellbar. Book excerpt: Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?
