Available in PDF, EPUB and Kindle. Book excerpt: In this work, two senior naval historians analyze the discussions held in leading Soviet political, military, and naval circles concerning naval strategy and the decisions taken for warship-building programmes. They describe the reconstitution of the fleet under difficult conditions from the end of the Civil War up to the mid-1920s, leading to a change from classical naval strategy to a Jeune ecole model in the first two Five-Year Plans, including efforts to obtain foreign assistance in the design of warships and submarines. Their aim is to explain the reasons for the sudden change in 1935 to begin building a big ocean-going fleet. After a period of co-operation with Germany from 1939-41, the plans came to a halt when Hitler attacked the Soviet Union in 1941. Finally, this work covers the reopening of the naval planning processes in 1944 and 1945 and the discussions of the naval leadership with Stalin, the party and government officials about the direction of the new building programmes as the Cold War began.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1980s concern throughout the world was growing about the use of the oceans by nuclear-powered naval vessels and naval vessels carrying nuclear weapons. Many countries were keen to keep their ports and the waters off their coastlines "nuclear-free". Originally published in 1986, this book presents a worldwide survey of the state of the nuclear use of the oceans and assesses the prospects for denuclearisation at the time. It looks at the legal background, the practical issues and the attitudes and positions in different parts of the world. ‘... while regional efforts of disarmament and arms control are necessary, so are global efforts. At the same time, international legal norms, including the Law of the Sea, must be adopted and utilized in the ever difficult search for world peace’. Arvid Pardo.

Book excerpt: Saudi Arabia’s strategic relations with the West involve clear and direct common strategic interests in the Gulf and in the Near East. While they compete in terms of trade and oil prices, they share a common commitment to private enterprise and to maintaining a stable balance of world trade. Saudi Arabia often differs with given Western states in terms of specific strategic interests and tactics, but these differences are rarely significant enough to prevent close cooperation. Even the differences over the Arab-Israeli peace issue are largely ones of timing and tactics. Saudi Arabia must preserve friendly relations with Syria, and is vulnerable to attacks by Arab radicals and Iran. It has also differed with the US over the specific approach that should be taken to achieving an Arab-Israeli peace settlement, but it has consistently pushed for a peace settlement within the Arab world. This book, first published in 1987, analyses the interrelations between Western and Saudi strategic concerns and argues forcibly that pressure from the Israeli lobby within US domestic politics must not be allowed to interfere within the proper provisioning of the Saudi armed forces, especially the air force.

Available in PDF, EPUB and Kindle. Book excerpt: Based on formal content analysis of the writings of Admiral Sergei G. Gorshkov and past Soviet ministers of defense and heads of the Politburo, James J. Tritten interprets what the Soviets say they will do in the event of nuclear war. He then constructs a hardware and exercise analysis of the strategic employment of the Soviet Navy in a nuclear war, offering three possible cases–the a bolt from the blue, with existing forces on patrol; full mobilization; and a plausible case of partial mobilization. In addition, Dr. Tritten examines, from a Soviet perspective, concepts of deterrence, the strategic goals and missions of the fleet, nuclear targeting policy, the Sea Lines of Communication (SLOC) disruption mission, and the potential for tactical nuclear warfare limited to the sea. The author concludes by assessing the implications of Soviet politico-military planning for Western defense strategy and arms control.
