Available in PDF, EPUB and Kindle. Book excerpt: In 1950 the Soviet Union and the People's Republic of China signed a Treaty of Friendship, Alliance, and Mutual Assistance to foster cultural and technological cooperation between the Soviet bloc and the PRC. While this treaty was intended as a break with the colonial past, Austin Jersild argues that the alliance ultimately failed because the enduring problem of Russian imperialism led to Chinese frustration with the Soviets. Jersild zeros in on the ground-level experiences of the socialist bloc advisers in China, who were involved in everything from the development of university curricula, the exploration for oil, and railway construction to piano lessons. Their goal was to reproduce a Chinese administrative elite in their own image that could serve as a valuable ally in the Soviet bloc's struggle against the United States. Interestingly, the USSR's allies in Central Europe were as frustrated by the "great power chauvinism" of the Soviet Union as was China. By exposing this aspect of the story, Jersild shows how the alliance, and finally the split, had a true international dimension.

Book excerpt: This report is intended to provide a brief historical perspective of the evolution of the interacademy program during the past half-century, recognizing that many legacies of the Soviet era continue to influence government approaches in Moscow and Washington and to shape the attitudes of researchers toward bilateral cooperation in both countries (of special interest is the changing character of the program during the age of perestroika (restructuring) in the late 1980s in the Soviet Union); to describe in some detail the significant interacademy activities from late 1991, when the Soviet Union fragmented, to mid-2003; and to set forth lessons learned about the benefits and limitations of interacademy cooperation and to highlight approaches that have been successful in overcoming difficulties of implementation.

Book excerpt: Historians have heatedly debated the Soviet role in the origins of the Second World War for more than 50 years. At the centre of these controversies stands the question of Soviet relations with Nazi Germany and the Stalin-Hitler pact of 1939. Drawing on a wealth of new material from the Soviet Archives, this detailed and original study analyses Moscow's response to the rise of Hitler, explains the origins of the Nazi-Soviet pact, and charts the road to Operation Barbarossa and the disaster of the surprise German attack on the USSR in June 1941.

Available in PDF, EPUB and Kindle. Book excerpt: Despite their Cold War rivalry, the United States and the Soviet Union frequently engaged in joint efforts to prevent the spread of nuclear weapons. Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

Book excerpt: In this thought-provoking new study of the cooperation between the people of the United States and the Soviet Union, the contributors analyze joint ventures in academic and cultural exchange; trade, conservation and environmental controls; space; medicine and public health; security and communications; and cooperative diplomacy in Antarctica. U.S.-Soviet Cooperation: A New Future demonstrates that joint enterprises have heightened the dependability of both sides to maintain the peaceful status quo and makes a firm case for the strengthening and expanding of such ventures. Students of political science, the informed public, as well as government officials will find this book a source of stimulating ideas that challenge the generally accepted views concerning U.S.-Soviet relations. By emphasizing the positive benefits of joint ventures between the two countries--agreements in crisis communication, trade, science, agriculture, environmental protection, space, and medicine--the contributors are reversing the tendency of students of International Relations to focus on disagreement, controversy, and war. This book points out significant public policy implications in this spirit of cooperation, including promising material for a new future in superpower relations.

Available in PDF, EPUB and Kindle. Book excerpt: Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. Linking the universalism of the UN to European regionalism, both Cold War superpowers, the USA and the Soviet Union, were founding members of the UNECE. Building on the League of Nations' difficult heritage, and in an increasingly challenging political environment, the UNECE's mission was to facilitate European cooperation transcending the boundaries set by the Cold War . With a number of competitor organizations set against it, the UNECE managed to carve out a niche for itself, setting norms and standards that still have an impact on the everyday lives of millions in Europe and beyond today. Working against an overwhelming geopolitical trend, UNECE succeeded in bridging the Cold War divide on several occasions, and maintained a broad system of contacts across the Iron Curtain. This book provides a unique study of this important but hitherto under-researched international organization. Incorporating research on the Cold War, the history of internationalism and European integration, Stinsky weaves these different threads of historical enquiry into a single analytical narrative.

Available in PDF, EPUB and Kindle. Book excerpt: The increasing drive of all nations to achieve political and economic independence is acutely felt in Asia. As the Asian nations attempt to grow, major powers offer various types of assistance, with or without conditions attached. It is increasingly important to comprehend the implications of any treaty that becomes effective for an Asia nation. The Soviet Union utilizes the Treaty of Friendship, Co-Operation and Mutual Assistance to legitimize and legalize aspects of its foreign policy: military material and personnel assistance; counter the major power influence; increase Soviet security; political and economic actions. This thesis examines the Treaty of Friendship, Co-Operation and Mutual Assistance and its application in Asia. It examines four Asian signatories of this type of Soviet treaty: Afghanistan, India, Mongolia, Vietnam. The examination attempts to identify those areas of Soviet-Asian foreign policy that have been aided by the Treaty of Friendship, Co-Operation and Mutual Assistance. (Author).
