Taft approached each decision as president by asking whether it comported with the Constitution, seeking to put Roosevelt’s activist executive orders on firm legal grounds. But unlike Roosevelt, who thought the president could do anything the Constitution didn’t forbid, Taft insisted he could do only what the Constitution explicitly allowed. This led to a dramatic breach with Roosevelt in the historic election of 1912, which Taft viewed as a crusade to defend the Constitution against the demagogic populism of Roosevelt and Woodrow Wilson. Nine years later, Taft achieved his lifelong dream when President Warren Harding appointed him chief justice, and during his years on the Court he promoted consensus among the justices and transformed the judiciary into a modern, fully equal branch. Though he had chafed in the White House as a judicial president, he thrived as a presidential chief justice.

Mexican Workers and the Making of Arizona centers on the production of an elastic supply of labor, revealing how this long-standing approach to the building of Arizona has obscured important power relations, including the state’s favorable treatment of corporations vis-à-vis workers. The volume’s contributors delve into examples of migration and settlement in the Salt River Valley; the mobilization and immobilization of cotton workers in the 1920s; miners and their challenge to a dual-wage system in Miami, Arizona; Mexican American women workers in midcentury Phoenix; the 1980s Morenci copper miners’ strike and Chicana mobilization; Arizona’s industrial and agribusiness demands for Mexican contract labor; and the labor rights violations of construction workers today. Mexican Workers and the Making of Arizona fills an important gap in our understanding of Mexicans and Mexican Americans in the Southwest by turning the scholarly gaze to Arizona, which has had a long-standing impact on national policy and politics.
