Available in PDF, EPUB and Kindle. Book excerpt: Cities in both North and South America are confronting tremendous challenges in urban growth and management as they enter the new century. Curitiba in Brazil and Portland in Oregon, US are cities that have achieved recognition for exemplary urban planning programmes over the past three decades. As such, they provide particularly useful illustrations of the intense development pressures that many urban areas currently face. This book explores the dynamics of their urban governance, arguing that, in general, there has been a unique synergy derived from the combination of visionary leadership, innovative urban plans and effective citizen involvement. The book argues that, while urban design and architecture are key to the success in making cities livable and in augmenting the global reputations, such sensitive, innovative urban planning and design projects first need to be governed effectively and grounded within the specifics of their local cultures and existing built environments.

Available in PDF, EPUB and Kindle. Book excerpt: On March 1, 1966, the voters of Tucson approved the Pueblo Center Redevelopment Project—Arizona’s first major urban renewal project—which targeted the most densely populated eighty acres in the state. For close to one hundred years, tucsonenses had created their own spatial reality in the historical, predominantly Mexican American heart of the city, an area most called “la calle.” Here, amid small retail and service shops, restaurants, and entertainment venues, they openly lived and celebrated their culture. To make way for the Pueblo Center’s new buildings, city officials proceeded to displace la calle’s residents and to demolish their ethnically diverse neighborhoods, which, contends Lydia Otero, challenged the spatial and cultural assumptions of postwar modernity, suburbia, and urban planning. Otero examines conflicting claims to urban space, place, and history as advanced by two opposing historic preservationist groups: the La Placita Committee and the Tucson Heritage Foundation. She gives voice to those who lived in, experienced, or remembered this contested area, and analyzes the historical narratives promoted by Anglo American elites in the service of tourism and cultural dominance. La Calle explores the forces behind the mass displacement: an unrelenting desire for order, a local economy increasingly dependent on tourism, and the pivotal power of federal housing policies. To understand how urban renewal resulted in the spatial reconfiguration of downtown Tucson, Otero draws on scholarship from a wide range of disciplines: Chicana/o, ethnic, and cultural studies; urban history, sociology, and anthropology; city planning; and cultural and feminist geography.

Book excerpt: 'A wonderfully international and up-to-date perspective on strategic environmental assessment of land use plans by leading experts in the field. Strategic Environmental Assessment and Land Use Planning covers not only how much such SEAs are carried out and in what context, but whether they are effective and why. It provides invaluable insights for practitioners and researchers in this rapidy evolving field' Riki Therivel, author of Strategic Environmental Assessment in Action Strategic Environmental Assessment and Land Use Planning provides an authoritative, international evaluation of the SEA of land use plans. The editors place the SEA of land use plans in context, and uniquely qualified contributors then evaluate systems in Canada, Denmark, Germany, Hong Kong, Hungary, Ireland, The Netherlands, New Zealand, Portugal, South Africa, Sweden, the United Kingdom, the United States and the World Bank. These chapters provide a description of the context in each country, a case study of the use of SEA in land use planning and an evaluation of each SEA system against a set of generic criteria specially designed to anlayse different aspects of SEA. The contributors critically review each SEA system, SEA process and SEA outcome, and conclude by summarizing their findings. The editors draw the various national perspectives together in a final chapter and derive widely applicable conclusions about SEA and land use planning. This book is a core text for all students in environmental assessment, land use planning, environmental science, environmental management, development studies, geography, landscape design and law and engineering. It is also essential reading for all governments and environmental regulators, academics, researchers and environmental and planning consultants worldwide who are involvedin SEA research, practice and training.

Available in PDF, EPUB and Kindle. Book excerpt: In A People's War on Poverty, Wesley G. Phelps investigates the on-the-ground implementation of President Lyndon Johnson's War on Poverty during the 1960s and 1970s. He argues that the fluid interaction between federal policies, urban politics, and grassroots activists created a significant site of conflict over the meaning of American democracy and the rights of citizenship that historians have largely overlooked. In Houston in particular, the War on Poverty spawned fierce political battles that revealed fundamental disagreements over what democracy meant, how far it should extend, and who should benefit from it. Many of the program's implementers took seriously the federal mandate to empower the poor as they pushed for a more participatory form of democracy that would include more citizens in the political, cultural, and economic life of the city. At the center of this book are the vitally important but virtually forgotten grassroots activists who administered federal War on Poverty programs, including church ministers, federal program volunteers, students, local administrators, civil rights activists, and the poor themselves. The moderate Great Society liberalism that motivated the architects of the federal programs certainly galvanized local antipoverty activists in Houston. However, their antipoverty philosophy was driven further by prophetic religious traditions and visions of participatory democracy and community organizing championed by the New Left and iconoclastic figures like Saul Alinsky. By focusing on these local actors, Phelps shows that grassroots activists in Houston were influenced by a much more diverse set of intellectual and political traditions, fueling their efforts to expand the meaning of democracy. Ultimately, this episode in Houston's history reveals both the possibilities and the limits of urban democracy in the twentieth century.
