Book excerpt: James Anderson critically reinterprets the history of southern black education from Reconstruction to the Great Depression. By placing black schooling within a political, cultural, and economic context, he offers fresh insights into black commitment to education, the peculiar significance of Tuskegee Institute, and the conflicting goals of various philanthropic groups, among other matters. Initially, ex-slaves attempted to create an educational system that would support and extend their emancipation, but their children were pushed into a system of industrial education that presupposed black political and economic subordination. This conception of education and social order--supported by northern industrial philanthropists, some black educators, and most southern school officials--conflicted with the aspirations of ex-slaves and their descendants, resulting at the turn of the century in a bitter national debate over the purposes of black education. Because blacks lacked economic and political power, white elites were able to control the structure and content of black elementary, secondary, normal, and college education during the first third of the twentieth century. Nonetheless, blacks persisted in their struggle to develop an educational system in accordance with their own needs and desires.

Available in PDF, EPUB and Kindle. Book excerpt: Supporting children and young people to participate safely, effectively, critically and responsibly in a world filled with social media and digital technologies is a priority for educators the world over. Most young people in Europe today were born and have grown up in the digital era. Education authorities have the duty to ensure that these digital citizens are fully aware of the norms of appropriate behaviour when using constantly evolving technology and participating in digital life. Despite worldwide efforts to address such issues, there is a clear need for education authorities to take the lead on digital citizenship education and integrate it into school curricula. In 2016, the Education Department of the Council of Europe began work to develop new policy orientations and strategies to help educators face these new challenges and to empower young people by helping them to acquire the competences they need to participate actively and responsibly in digital society. This volume, the first in a Digital Citizenship Education series, reviews the existing academic and policy literature on digital citizenship education, highlighting definitions, actors and stakeholders, competence frameworks, practices, emerging trends and challenges. The inclusion of a wide selection of sources is intended to ensure sufficient coverage of what is an emergent topic that has yet to gain a strong foothold in either education or academic literature, but has received wider policy attention.

The northern philanthropies had to move cautiously and conservatively, seeking the cooperation of southern whites whenever possible. They believed African Americans could not be excluded from education and must be prepared for productive participation in the South -- whatever its social system -- for the safety of the region and the nation as a whole. Book excerpt: This influential book describes the knowledge and skills teachers and school administrators need to recognize and combat bias and inequity that undermine educational engagement for students experiencing poverty. Featuring important revisions based on newly available research and lessons from the author's professional development work, this Second Edition includes: a new chapter outlining the dangers of "grit" and deficit perspectives as responses to educational disparities; three updated chapters of research-informed, on-the-ground strategies for teaching and leading with equity literacy; and expanded lists of resources and readings to support transformative equity work in high-poverty and mixed-class schools. Written with an engaging, conversational style that makes complex concepts accessible, this book will help readers learn how to recognize and respond to even the subtlest inequities in their classrooms, schools, and districts.

Book excerpt: Excerpt from Southern Educational Review, Vol. 4: February-March, 1907 It has been my fortune to be concerned of late in the prepara tion of two publications which have for their object the bringing together of information which may be of use to this end. I think I may venture to refer to these publications at this point. The first relates exclusively to schools of the high school grade. It is a pamphlet of 150 pages, entitled, State aid to secondary schools. It was prepared under my direction by David Rhys Jones, and was published in December, 1903, in the series of Publications in Education of the University of California. Available in PDF, EPUB and Kindle. Book excerpt: This book was written with the purpose of analyzing the challenges faced by the post-apartheid government in South Africa with regard to reform of higher education. It covers the apartheid context of higher education, resistance to the system and its ultimate demise, democratic processes in post-apartheid reform agenda and how this agenda was emptied of its radical content as a result of global and local pressures. Highlighted are key constraints in the reform process, including the compromise pact agreed upon between the apartheid government and the ruling African National Congress, the rapidly globalizing environment underpinned by neoliberal principles within which South Africa's transition took place, shifts in macro-economic policies of government towards neo-liberal policy, the inheritance of the bureaucracy and the inexperience of new government officials. These are presented in a narrative style that combines the author's experience, the voices of key players involved and important data from a range of documentary sources. This is the first single authored book in post-apartheid South African that has systematically looked at higher education reform.
