Available in PDF, EPUB and Kindle. Book excerpt: This book examines how public policy influences institutional performance. Public institutions of higher learning are called upon by state governments to provide educational access and opportunity for students. Paradoxically, the education policies enacted by state legislatures are often complex and costly to implement, which can detract from that mission. The authors evaluate the higher education systems of five states to explain how these policies are developed and how they affect the performance of individual institutions. They identify the rules that are central to the coherence and performance of higher education systems that administrators apply to meet organizational goals within the constraints of changing, sometimes conflicting federal and state policies.

Book excerpt: The debate over affirmative action has raged for over four decades, with little give on either side. Most agree that it began as noble effort to jump-start racial integration; many believe it devolved into a patently unfair system of quotas and concealment. Now, with the Supreme Court set to rule on a case that could sharply curtail the use of racial preferences in American universities, law professor Richard Sander and legal journalist Stuart Taylor offer a definitive account of what affirmative action has become, showing that while the objective is laudable, the effects have been anything but. Sander and Taylor have long admired affirmative action's original goals, but after many years of studying racial preferences, they have reached a controversial but undeniable conclusion: that preferences hurt underrepresented minorities far more than they help them. At the heart of affirmative action's failure is a simple phenomenon called mismatch. Using dramatic new data and numerous interviews with affected former students and university officials of color, the authors show how racial preferences often put students in competition with far better-prepared classmates, dooming many to fall so far behind that they can never catch up. Mismatch largely explains why, even though black applicants are more likely to enter college than whites with similar backgrounds, they are far less likely to finish; why there are so few black and Hispanic professionals with science and engineering degrees and doctorates; why black law graduates fail bar exams at four times the rate of whites; and why universities accept relatively affluent minorities over working class and poor people of all races. Sander and Taylor believe it is possible to achieve the goal of racial equality in higher education, but they argue that alternative policies -- such as full public disclosure of all preferential admission policies, a focused commitment to improving socioeconomic diversity on campuses, outreach to minority communities, and a renewed focus on K-12 schooling -- will go farther in achieving that goal than preferences, while also allowing applicants to make informed decisions. Bold, controversial, and deeply researched, Mismatch calls for a renewed examination of this most divisive of social programs -- and for reforms that will help realize the ultimate goal of racial equality.

Here, in one place, are descriptions of nearly 1,500 scholarships, fellowships, loans, forgivable loans, grants, awards, and internships available specifically for women. This funding is open to women at any level (high school through postdoctoral and professional) for study, research, travel, training, career development, or innovative efforts. Each of these funding opportunities is completely described, including contact (address, telephone numbers, e-mail addresses, and web sites), purpose, eligibility, financial data, duration, special features, limitations, number awarded, and deadline date. Plus, the directory provides a set of indexes that let you search the listings by specific subject, residency, where the money can be spent, program title, sponsoring organization, and even deadline date. There's no other directory like this for women. It has become the standard in the field! That's why School Library Journal called it "the cream of the crop," College Spotlight concluded "nobody does a better job," Small Press labels it "the quintessential acquisition," American Reference Books Annual called it "a must-purchase guide," and Reference Books Bulletin pronounced it "the only current source of information on financial aid specifically for women."

Book excerpt: Christchurch, in the Canterbury region of New Zealand, was a sedate and serene garden city, a model of Englishness in the Antipodes. The city and its residents were utterly unprepared for the series of earthquakes that began in September 2010, which eventually destroyed much of the city centre and left thousands of residents living in broken homes. Jenny Adamson lived through those earthquakes and documented what was happening as it happened, on Facebook and in emails and message board posts. This book brings her posts and thoughts together into one person's experience of a natural disaster that still affects the people living in Christchurch today.

Available in PDF, EPUB and Kindle. Book excerpt: One-in-seven adults and one-in-five children in the United States live in poverty. Individuals and families living in povertyÊnot only lack basic, material necessities, but they are also disproportionally afflicted by many social and economic challenges. Some of these challenges include the increased possibility of an unstable home situation, inadequate education opportunities at all levels, and a high chance of crime and victimization. Given this growing social, economic, and political concern, The Hamilton Project at Brookings asked academic experts to develop policy proposals confronting the various challenges of AmericaÕs poorest citizens, and to introduce innovative approaches to addressing poverty.ÊWhen combined, the scope and impact of these proposals has the potential to vastly improve the lives of the poor. The resulting 14 policy memos are included in The Hamilton ProjectÕs Policies to Address Poverty in America. The main areas of focus include promoting early childhood development, supporting disadvantaged youth, building worker skills, and improving safety net and work support.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a comprehensive analysis of both the historical and the contemporary dimensions of the politics and government of the First State. Once a sparsely populated, agrarian, and relatively insignificant polity, Delaware has become a densely and diversely populated financial and legal center often called the corporation capital of the world. Delaware s prime location has been central to its development and transition from a goods-producing economy to a fast-growing, service-based economy. Despite its diminutive size, Delaware is, in many ways, the nation s preferred corporate home. William W. Boyer and Edward C. Ratledge provide an overview of Delaware s history, structure, and present politics and explain why one of the smallest states in the country is also one of the most powerful. Delaware continually promotes pro-business legislation, business and public objectives are entwined, and privatization is a dominant theme in public affairs. The state has an individualistic political order in which public participation is indirect and citizen activism is limited.
