Are whites genuinely willing participants in a ‘non-racial democracy’, willing to forego the racial privileges of the past or, despite legal equality, have they proved reluctant to relinquish power and continue, as black activists assert, to dominate many aspects of South African society? Building upon the burgeoning body of work on whiteness, this book focuses on how whites have adapted politically to the arrival of democracy and sweeping political change in South Africa. Outlining a variety of responses in how white South Africans have sought to grapple with apartheid’s brutal history, the author shows how their memories of the past have shaped their reactions to political equality. Although the majority feared the coming of democracy, only a right-wing minority actively resisted its arrival. Others chose (and are still choosing) to emigrate, used democracy to defend ‘minority rights’ or have withdrawn into psychologically or physically demarcated social enclaves. Challenging much current thinking, Southall argues that many whites have chosen to embrace the freedoms that democracy has offered, or to adapt to its often disconcerting realities pragmatically. Examining this crucial issue against the historical context of minority rule and its defeat, the author presents a new dynamic to the continuing debate on whiteness in Africa and globally.

It remains a juggernaut, but its control and dominance are no longer watertight. The ANC lives the contradictions of weaknesses, cracks and factions while retaining its colossal status. As a party-movement it draws on its liberation credentials, and extracts immense power from its deep anchorage in South Africa’s people. It is immersed in electoral politics that marks the state of its overwhelming power cyclically. As government the ANC is the object of protest, but not protest designed to bring the ruling party to its knees. The ANC is in command of the state, yet fails to definitively counter the deficits that make South Africa’s democracy seem so diluted. Its incredulous and thus far trusting supporters condemn but only rarely punish deployees who do not ‘pass through the eye of the needle’. It focuses on four faces of the ANC’s political power – the organisation, the people, political parties and elections, and policy and government – and explores how the ANC has acted since 1994 to continuously regenerate its power. Posing questions about continuity and change before and after 1994 raises key issues concerning the nature of power and poverty in the country. Contributors suggest that expressions of popular politics are deeply set within South African political culture and still have the capacity to influence political outcomes. The introduction by William Beinart links the papers together, places them in context of recent literature on popular politics and 'history from below' and summarises their main findings, supporting the argument that popular politics outside of the party system remain significant in South Africa and help influence national politics. The roots of this collection lie in post-graduate student research conducted at the University of Oxford in the early twenty-first century.
