Book excerpt: This paper investigates the sources of wage growth over the life cycle, where individuals have the possibility to acquire vocational training at the start of their career. Wage growth is determined by sectoral and firm mobility, unobserved ability and the accumulation of human capital. Workers may move between two occupational sectors that require cognitive-abstract (CA) and routine-manual (RM) skills, and job mobility is induced by non-pecuniary job attributes and persistent firm-worker productivity matches. Estimating this model using longitudinal administrative data over three decades, we show that RM skills are a key driver of early wage growth while CA skills become important later on. Moreover, job amenities are an important determinant of mobility decisions. Vocational training has long term effects on career outcomes, affecting the type and quality of matches, with substantial internal rates of return both to the individual as well as society.

The difference in the sources of wage growth in Indonesia versus the US may be a reflection of Indonesia's lower level of development.

At the macroeconomic level, we find that a productivity-augmented Phillips curve model explains the data fairly well. The model reveals that the upward pressure on wage growth from recent tightening in the labor market has been dampened by a persistent decline in trend labor productivity growth and the share of income that accrues to labor. These themes are reinforced and complemented at the micro-economic level. Lower regional unemployment puts an upward pressure on wages of individuals, although this effect has become weaker since 2008. But there is downward pressure on wages for individuals with occupations that are exposed to automation and offshoring, and in industries with a higher concentration of large firms. All these factors appear to play a role illustrating why it is difficult to single out any one culprit for the observed wage growth moderation.

This paper investigates the drivers of this wage divergence. Econometric analysis using error correction models suggests that wage growth responds more quickly to changes in unemployment in the newer EU members than in advanced Europe, where wages are more closely related to inflation and inflation expectations in the short run, implying greater inertia in nominal wage rises in advanced Europe. In the years after the global crisis, this inertia contributed to the build up of a real wage overhang relative to sharply slowing labor productivity, which subsequently dragged on nominal wage rises even as unemployment began to decline. Spillovers of subdued wage growth between euro area countries also weighed on wage rises in advanced Europe.

Our analysis shows that a large part of the decline in unemployment was structural. Micro-founded Phillips curves fit the German data rather well and suggest that relatively low wage growth can be largely attributed to low inflation expectations and low productivity growth. There is no evidence – from either aggregate or micro-level administrative data – that large immigration flows since 2012 have had dampening effects on aggregate wage growth, as complementarity effects offset composition and competition effects.

We distinguish between two sources of annual earnings growth: changes in employment time (number of weeks of employment within a year) and changes in weekly earnings. Changes in employment time generate the tails of the earnings growth distribution, and account for the increased dispersion and negative skewness in the distribution of earnings growth in recessions. In contrast, the cross-sectional distribution of weekly earnings growth is symmetric and stable over the cycle. Thus, models that rely on cyclical idiosyncratic risk, should separately account for the employment margin in their earnings process to avoid erroneous conclusions. We propose such a process, based on the combination of simple employment and wage processes with few parameters, and show that it captures the procyclical skewness in changes in earnings growth and other important features of its distribution.

Book excerpt: While a majority of theories that account for earnings specify the job or employer as central in the creation and maintenance of wage levels, relatively little attention has been paid to the wage effects of individuals who change jobs or employers. Empirically, profiles of earnings growth mirror the pattern of early career mobility. Economists have discovered that over two thirds of total lifecycle earnings growth occurs during the first ten years of labor market experience when the employer changes are the most frequent. The finding highlights the need of investigating the role of changing employers as a determinant of wage growth. Using National Longitudinal Survey of Youth data from 1984 to 1988 on young workers' work history, this paper examines in early careers: (1) the effect of employer changes between industrial sectors on wage growth; (2) the effect of employer changes between occupational statuses on wage growth, net of reasons for employer changes, work characteristics, individual characteristics and resources. It is expected that employer changes in or to core sectors result in more wage growth than no changes and moving up in occupational status also brings more wage growth. The results of multivariate regression analyses show that changing employers across structural boundaries play a significant role in explaining wage growth. It finds that there are people who move across sector and across occupational boundaries, but these employer shifts do not have the same effects on subsequent earnings. Moving within and into core sector increase wage growth, while moving out of this sector or moving within periphery sector do not. In addition, stayers in core sectors do not earn more than employer changers in core sectors, but they do gain more than those who stay in periphery sectors. Both high initial occupational status and occupational advancement have strong and positive effects on wage growth. Moves from a higher status to a lower status in occupation, on the other hand, depress wage gains.
