The answer to this question is important for many resource-exporting countries, such as Australia, Brazil, Canada and India. This paper provides evidence that China's (mainly manufacturing) exports have been a significant driver of its demand for resource commodities over recent decades. First, it employs input-output tables to demonstrate that, historically, manufacturing has been at least as important as construction as a driver of China's demand for resource-intensive metal products. Second, it shows that global trade in non-oil resource commodities can be described by the gravity model of trade. Using this model it is found that, controlling for domestic expenditure (including investment), exports are a sizeable and significant determinant of a country's resource imports, and that this has been true for China as well as for other countries

They tend to be high for long periods when global average growth rates are high, and low for long periods when growth rates are low, and to fluctuate around these averages as short term demand departs from expectations. The growth of advanced developing countries is especially influential in determining global demand for resources. Exceptional growth and resource intensity of China have been the main determinants of high energy and metals prices since about 2003. Short term cyclical factors have pushed energy and metal prices higher still, because markets did not anticipate the strength of Chinese demand and supply takes time to catch up. The high resource intensity of Chinese growth has been the result of high investment rates and rapid increases in urban population and the export share of production. Strong growth is likely to continue although at slowly receding rates, but growth will become less resource intensive, leading to moderation of global commodity prices. Strong growth in China and the world are at risk if effective policies are not adopted to break the nexus between economic growth and pressure on the environment.

In China’s Wake reveals the surprising connections among these three phenomena. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. The size of the impact on the prices of specific commodities varies with China’s footprint in the market for those commodities; the empirical estimates indicate that, over a one-year horizon, a 1 percent increase in industrial production leads to a 5–7 percent rise in metals and fuel prices. The surprise component in Chinese industrial production announcements has a bearing on commodity prices that is comparable in magnitude to that of industrial production surprises in the United States, and this impact is much larger when global risk aversion is high.

The economic and political development of China in the past decades has had a big impact on other parts of the world. The Chinese demand for natural resources has dramatically changed trade volumes and structures in many resource-producing countries. Even though China has recently shifted its internal economic focus away from export manufacturing towards a more consumption and service-based economy, securing the supply of primary commodities remains one of China’s main priorities. It is today the world’s major consumer of iron ore, steel, coal, zinc, lead, tin, nickel, copper and aluminium. As part of this trend, the relationship between Latin America and the Caribbean (LAC) and China has also intensified over the last two decades. The value of total trade between China and all LAC countries has increased twentyfold since 2000. Taking out Mexico from the LAC dataset reveals that China has become the most important single export market for the remaining LAC countries. Chinese Foreign Direct Investment in LAC has grown significantly since 2000. It has been particularly dynamic from 2010 onwards and is directed primarily towards the raw materials sector. Chinese policy banks have become the largest lender in Latin America in the past two decades, providing more financing to the region than the World Bank and the Inter-American Development Bank (IDB) combined. This paper looks at the role of China in Latin America with a focus on natural resources, and, in particular, minerals. It first describes the evolving economic and diplomatic relations between China and LAC and depicts the main Chinese actors in this region, before giving an overview of developments in the areas of trade, finance and investments. It concludes that if the relationship with China is to contribute to inclusive development in LAC, the countries in the region have to coordinate their efforts in order to obtain greater benefits from the new economic relations.

China has sought outside assistance, and is offering payback in-kind, including resources, in order to attract additional assistance. Investment by resource-dependent countries to assure supply is one area offering a great deal of promise. Without outside technical and economic assistance, the chances for China to emerge as a significant mineral exporter are not good.
