Book excerpt: Growing evidence indicates that neighborhoods affect human capital accumulation, raising concern that the exclusionary effects of housing discrimination could contribute to persistent inequality. Using data from HUD's most recent Housing Discrimination Study and micro-level data on key attributes of neighborhoods in 28 US cities, we find strong evidence that discrimination constrains the neighborhood choices of minorities in a housing search. Minority testers are significantly more likely to be steered towards neighborhoods with lower quality schools and neighborhood human capital, and higher rates of assault and pollution exposure. Holding location preferences and income constant, discriminatory steering alone can explain a disproportionate number of minority households found in high poverty neighborhoods in the United States and could contribute to racial gaps in inter- generational income mobility. These results have important implications for the analysis of neighborhood effects and further establish discrimination as a mechanism underlying observed correlations between race and pollution exposures.

However, paired-tester audit experiments have revealed evidence of discrimination in the interactions between potential buyers and real estate agents, raising concern about whether certain groups are systematically excluded from the beneficial effects of healthy neighborhoods. Using data from HUD's most recent Housing Discrimination Study and micro-level data on key attributes of neighborhoods in 28 US cities, we find strong evidence of discrimination in the characteristics of neighborhoods towards which individuals are steered. Conditional upon the characteristics of the house suggested by the audit tester, minorities are significantly more likely to be steered towards neighborhoods with less economic opportunity and greater exposures to crime and pollution. We find that holding location preferences or income constant, discriminatory steering alone can explain a disproportionate number of minority households found in high poverty neighborhoods in the United States and could be an important contributor to the gap in intergenerational income mobility found between black-white households. The steering effect is also large enough to fully explain the differential found in proximity to Superfund sites among African American mothers. These results have important implications for the analysis of neighborhood effects and establish discrimination as a mechanism underlying observed correlations between race and pollution in the environmental justice literature.

In contrast with the natural world of the earliest Greek literature, often the result of arbitrary divine causation, in the work of early Ionian philosophers we see the idea of a cosmos: ordered worlds where there is complete regularity. How was this order generated and maintained and what underpinned those regularities? What analogies or models were used for the order of the cosmos? What did they think about causation and explanatory structure? How did they frame natural laws? Andrew Gregory draws on recent work on mechanistic philosophy and its history, on the historiography of the relation of science to art, religion and magic, and on the fragments and doxography of the early Greek thinkers to argue that there has been a tendency to overestimate the extent to which these early Greek philosophies of nature can be described as 'mechanistic'. We have underestimated how far they were committed to other modes of explanation and ontologies, and we have underestimated, underappreciated and indeed underexplored how plausible and good these philosophies would have been in context.
