Book excerpt: Excerpt from Southern Questions In the simple fact that a few thousand freedmen have deliberately laid down the shovel and the hoe, quitted the sugar and cotton fields of Mississippi and Louisiana, and sought homes in Kansas, and that thousands more are seriously meditating upon following their example, the sober thinking minds of the South have discovered a new and startling peril to the welfare and civilization of that section of our country. Already apprehension and alarm have led to noisy and frantic efforts on the part of the South to arrest and put an end to what it considers a ruinous evil. I cannot be denied that there is much reason for this apprehension. This Exodus has revealed to southern men the humiliating fact that the prosperity and civilization of the South are at the mercy of the despised and hated negro. That it is for him, more than for any other, to say what shall be the future of the late Confederate States; that within their ample borders, he alone can stand between the contending powers of savage and civilized life; that the giving or withholding of his labor will bless or blast their beautiful country. Important as manual labor is everywhere, it is nowhere more important, and absolutely indispensable to the existence of civilization, than in the more southern of the United States. Machinery may continue to do, as it has done, much of the work of the North, but the work of the South requires bone, sinew and muscle of the strongest and most enduring kind for its performance. Labor in that section must know no pause. Her soil is prolific with life and energy. All the forces of nature within her borders are wonderfully vigorous, persistent and active. Aided by an almost perpetual summer, abundantly supplied with heat and moisture, her soil readily and rapidily covers itself with noxious weeds, dense forests and impenetrable jungles, natural hiding places for devouring wolves and loathsome reptiles. Only a few years of non-tillage would be required to give the sunny and fruitful South to the bats and owls of a desolate wilderness. From this condition, shocking for a southern man to contemplate, it is now seen that nothing less powerful than the naked iron arm of the negro can save her. For him, as a southern laborer, there is no competitor or substitute. The thought of filling his place by any other variety of the human family will be found utterly impracticable. Neither Chinaman, German, Norwegian nor Swede can drive him from the sugar and cotton fields of Louisiana and Mississippi. Book excerpt: Excerpt from Observations Upon the Natural History of Epidemic Diarrhoea The causative agencies from which springs the plentiful harvest of child mortality in large cities may be conceived as a felted mass of rootlets almost inextricably intertwined. Those of poverty, bad housing, bad feeding, and neglect, may be severally recognized, but the extent of their interrelations with actual respiratory and alimentary disease - those to which the greater part of the mortality is referred - can be traced only with difficulty. It is the object Of this work to aid ln the labour of cutting away the matrix and entangling fibres and to lay bare the hidden ramifications of at least one important causative agency - epidemic diarrhoea. This affection - if we accept provisionally the more novel and generally favoured conception. As to its nature - is revealed as something very like an ordinary infectious disease, and one which permeates all classes, while the excessive mortality it gathers round itself in urban centres must be regarded as something superadded, owing to the vicious circle it forms with those baneful conditions of slum life mentioned above. On the other hand, its peculiarly intimate association with the circum stances of domestic life, from the continual faecal pollution of the interior of the household by infants and others, tends to make it more so than other affections of the kind peculiarly a class disease, and an especial scourge of dirty neighbourhoods. Dirty towns may however be saved from excessive mortality by a high percentage of breast feeding. A notable point in the interesting comparison that can be drawn between diarrhoea and typhoid fever is that, in accordance with their peculiarly opposite age-incidence curves, the marked and habitual depositing of infectious excreta within the household in the former disease may make the question of water-closet versus conservancy pan a matter of far less importance than in the latter. On the Gth of March, 1836, Mr. Van Biiren answered the question in an argumentative and explanatory letter, in which he says: I would not, from the lights now before me, feel myself safe in pronouncing that Congress does not possL-ss the power of interfering with or abolishing slavery in the District of Columbia. This, though not as explicit in its language as it might have been, is explicit.enough in substance. The English of it is, that Mr. Van Buren DOEs beieve that Congress has the constitutional power to interfere with or abolish slavery in the District of Columbia. Gen. ItARRISON Sopinion. On the 30 th of S-ptember, 1836, .Judge John M.Berrien, of Georgia, addressed a letter to Gen. Harrison, in which the following question is askrd: Cm tlic Congress oi tlie United States, consistently with the Constitution, abolish slavery either in the States or in tlie District of Coliunbia? Gen. Harrison answers; I do not tliink that Congress can abolish, or in any manner interfere with slavery, as it exists in tiic Stales, but upon the application of the States, nor abolish slavery in the District of Columbia, without the consent of the States of Virginia and Maryland, and tlis people of the District. The firat would be, in my opinion, a palpable violation of the Constitution, and the latter a breach of faith towards the States 1 have mentioned, who would certainly not have made tlio cession, if they had supposed that it would ever be used for a purjioso so difterent from that which was its object, and so injurious to thein as the location of a free colored popul ition in the midst of their slave population of the same description. Nordo I believe that( Oiigr .-ss could deprive the poo)le of the District of Columbia of their property, without their consult. It would be reviving the doctrine of the tories of Great Britain, in relation to the powers of Parlia;neut over the Colonies, before the revolutionary war, and in direct hostility to the principle advance-d by Lord Chatham, that what was a mans own was absolutely and exclusively his own, and could not be taken from him without his consent, given by himself or his legal representative.

The military maxim, that no defences are strong without force enough in them to occupy their line, is true of civil affairs. Entrenchment in the letter of a constitution avails little with the people at large on either side of a question, unless the line of that entrenchment is occupied by a living conviction of being in the right. The most ultra-southern position on the negro question has an element of strength close akin to this. To be right is the only real meces sity; but where is the community that will not make and defend with treasure and blood the assumption that what is necessary is. Right? Southerners, in the political sense of the term, may sometimes lack a clear, firm-founded belief that they are right; they may have no more than a restless confidence that others are as wrong as they; but they have at least a profound conviction that they are moved by an imminent, unremitting, imperative necessity. Not that this is all; hundreds of thousands of them, incapacitated by this very conviction from falling into sympathy with the best modern thought, have been taught, and are learn ing and teaching, not only on the hustings, but in school, in col lege, at the fireside, through the daily press, in the social circle and in church, that in their attitude on the negro question they are legally, morally and entirely right.
