Book excerpt: Bretton Woods constituted the first formal international agreement on a code of conduct applicable for economic transactions among countries that had subscribed to it. This pamphlet focuses on only one aspect of that code of conduct: the norms that have guided the conduct of financial and exchange transactions among countries, as they have been presented in the original Articles of Agreement of the IMF and their subsequent amendments. The paper outlines the fundamental characteristics of the IMF, examines the direct link between surveillance and conditionalilty, explores potential risks and dangers that might compromise certain fundamental features of the institution, and presents a set of ideas and proposals to ensure the activities of the IMF maintain continuity of its institutional uniqueness.

Book excerpt: What made me write this book was a feeling that students of international economics needed to fin out their knowledge of the theory with work on the practice of the major international economic organizations, many of which are having a growing influence on the national economies of their members. There was no single volume given over to a concise treatment of these organizations. of the international organizations themselves can be con The annual reports sulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replacing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meetings have succeeded in drawing much attention of the press.

Book excerpt: In this book the author investigates the relationship between the international monetary system and the less developed countries of the world. In the period since 1945 growing concern has been shown over the international monetary problems which LDCs face, and since 1971 LDCs have been significant participants in the reform of the international monetary system. After tracing the evolution of the relationship between LDCs and the International Monetary Fund, the book goes on to examine, with full reference to the available empirical evidence, the major causes and consequences of LDCs' international monetary problems. Topics covered include: export instability; the terms of trade; the demand for reserves and reserve adequacy; and adjustment difficulties. A thorough examination is then made of the ways in which financial assistance has been provided to LDCs through the IMF and the Eurocurrency market. Finally, certain key policy issues are discussed: the commodity problem; the link between the creation of international liquidity and the provision of development aid; and exchange rate policy. Each chapter is followed by an extensive bibliography which is designed to help the reader to pursue further any topic of particular interest. The presentation, which is non-mathematical, is in the form of a textbook. The issues are surveyed, the main arguments discussed, and the available empirical evidence presented. It is revealed, however, that on many issues it is at present difficult to draw firm conclusions. The book will be of interest to students of international, monetary, and development economics.

Book excerpt: In its more than 65 years of existence, the International Monetary Fund has evolved from a small, obscure international agency, with new and uncertain responsibilities, into a powerful institution that today has assumed center stage in the international monetary system. It is a remarkable story of how an institution has developed and adapted itself to an evolving world and a changing membership in ways that perhaps no other international agency has been forced or able to do. The third edition of the Historical Dictionary of the International Monetary Fund provides a comprehensive overview of the fund, including a chronology, an introductory essay, appendixes, a bibliography, and over 300 cross-referenced dictionary entries on the organizations, significant leaders, founders, and members. This book is an excellent access point for students, researchers, and anyone wanting to know more about the International Monetary Fund.

Available in PDF, EPUB and Kindle. Book excerpt: International monetary reform is of vital importance to the countries of the world. Although many studies have been made of the structure and problems of the international payment mechanism, few provide an analytical survey of the international monetary system. This study analyzes the structural and operational limitations of past systems as well as the major reform proposals for modifying and/or replacing the current system with a new payment mechanism. The authors describe the structure and nature of the international payment system and identify the issues relating to international adjustment, liquidity, and confidence. They discuss the nature of international liquidity, including liquidity's purpose, sources of demand and supply, and potential shortcomings. They analyze the theoretical and empirical implications of the gold standard. Of primary concern is the extent to which the actual operations of the system corresponded to the theoretical role of the gold standard, and the nature and limitations of the so-called dollar-gold system that prevailed in the past quarter century until 1971. The major reform proposals of the international payment mechanism are next discussed. Included are the proposals of historical interest such as Keynes, Triffin, Bernstein, Stamp, Angell, Rueff, and the currently debated issues of the Special Drawing Rights standard, freely floating exchange rates, and the wider-band and crawling-pegged exchange rate mechanisms. Finally the authors analyze the nature, operation, and future role of the managed float exchange rate system, which resulted from the international monetary crisis of 1973. Of particular interest are the effects of the Organization of Petroleum Exporting Countries' (OPEC) cartel on the U.S. dollar as a reserve currency, and the monetary effects of the cartel's balance-of-payments surplus on the world financial markets. This study provides the historical background, the institutional framework, and a balanced analysis of problems involved in the international monetary system. It will be of interest to all students of economics and finance, and should be read by anyone wishing to understand the world of ever-expanding trade.

Polak has advised theoreticians and policymakers worldwide. This collection brings together his most current writings, and is published under the auspices of the IMF. The hallmark of Dr. Polak's recent research has been his ability to draw on decades of personal experience and reflection to comprehend and describe the context for current policy debates. In the past decade, he has contributed much to the debates on international financial policy and the role of the IMF, and this volume brings together most of these recent papers to make them accessible to a broader audience.
