Book excerpt: We use a specially constructed version of the Michigan Brown-Deardorff-Stern (BDS) Computational General Equilibrium (CGE) Model of World production and Trade to estimate the potential economic effects on the Tunisian economy that may result from the free trade agreement (FTA) between Tunisia and the European Union (EU) that was concluded in July 1995. We find that the static welfare benefits for Tunisia of the FTA range from slightly negative to somewhat positive, depending on what is assumed about intersectoral capital mobility in Tunisia.

This paper reviews the literature and evaluates the economic benefits and costs for Tunisia, Morocco, Lebanon, Egypt, and Jordan. It concludes that the benefits could be substantial, but only if accompanied by deep supplementary reforms, including extending trade liberalization to services and agriculture and on a multilateral basis, improving the environment for foreign direct investment, ensuring an adequate fiscal and exchange rate policy response, and strengthening European Union assistance.

Experts from both sides of the Mediterranean accepted to contribute to this book in order to foster the public debate in the North-African countries by informing actors of the civil society about the risks of this new generation of free trade agreements of the EU for the respective countries and their population. In fact, by analyzing the impact of the structural adjustment programs of the World Bank and the International Monetary Fund in Tunisia, Morocco and Algeria since the late 1980s followed up by the EU's free trade policy, the authors seriously doubt about the positive effects on development and prosperity promised by the promotors of free trade. They underline, on the contrary, that it is the EU which profits from the asymmetric power-relations in order to pursue its economic and especially its security interests related to "illegal migration".

Book excerpt: Tunisia was the first country south of the Mediterranean to conclude a free trade agreement with the European Union in 1995. The agreement is expected to promote growth and employment through efficient reallocation of resources and scale economies exploitation. The aim of this paper is to provide some general equilibrium estimates of the agreement impact on scale economies exploitation as well as on pro-competitive and varieties effects. Simulation results show that welfare gains under monopolistic competition would be greater than those that would be achieved under perfect competition. The expansion of firm's average size and the increase of the number of available varieties are behind such results, despite the adverse terms of trade change. At the sectoral level, the models predict that mechanical and electrical machineries, chemicals and textile, apparel and leather are the goods for which Tunisia has a comparative advantage.

Book excerpt: The negotiations on a deep and comprehensive free trade area between Tunisia and the European Union (EU) - also known by its French acronym "Projet d'accord de libre-échange complet et approfondi" (ALECA) - have been ongoing since 2015. Beyond the bilateral reduction of tariffs and quotas, the EU proposes regulatory alignment of Tunisian legislation to EU regulatory standards to foster trade and economic growth. However, taking into account the additional compliance costs for Tunisian producers and the public sector, our impact assessment concludes that ALECA has significant downside risks, as value-added in Tunisian agriculture might decline by -8.3 %. These effects need to be considered in the negotiations and in the broader context for sustainable agricultural development in Tunisia.
