Available in PDF, EPUB and Kindle. Book excerpt: M. K. Beauchamp’s Instruments of Empire examines the challenges that resulted from U.S. territorial expansion through the Louisiana Purchase of 1803. With the acquisition of this vast region, the United States gained a colonial European population whose birthplace, language, and religion often differed from those of their U.S. counterparts. This population exhibited multiple ethnic tensions and possessed little experience with republican government. Consequently, administration of the territory proved a trial-and-error endeavor involving incremental cooperation between federal officials and local elites. As Beauchamp demonstrates, this process of gradual accommodation served as an essential nationalizing experience for the people of Louisiana. After the acquisition, federal officials who doubted the loyalty of the local French population and their capacity for self-governance denied the territory of Orleans—easily the region’s most populated and economically robust area—a quick path to statehood. Instead, U.S. officials looked to groups including free people of color, Native Americans, and recent immigrants, all of whom found themselves ideally placed to negotiate for greater privileges from the new territorial government. Beauchamp argues that U.S. administrators, despite claims of impartiality and equality before the law, regularly acted as fickle agents of imperial power and frequently co-opted local elites with prominent positions within the parishes. Overall, the methods utilized by the United States in governing Louisiana shared much in common with European colonial practices implemented elsewhere in North America during the early nineteenth century. While historians have previously focused on Washington policy makers in investigating the relationship between the United States and the newly acquired territory, Beauchamp emphasizes the integral role played by territorial elites who wielded enormous power and enabled government to function. His work offers profound insights into the interplay of class, ethnicity, and race, as well as an understanding of colonialism, the nature of republics, democracy, and empire. By placing the territorial period of early national Louisiana in an imperial context, this study reshapes perceptions of American expansion and manifest destiny in the nineteenth century and beyond. Instruments of Empire serves as a rich resource for specialists studying Louisiana and the U.S. South, as well as scholars of slavery and free people of color, nineteenth-century American history, Atlantic World and border studies, U.S. foreign relations, and the history of colonialism and empire.

Far more than a genealogy, the author takes the reader on a journey through time from the earliest beginnings of the parish, through the Civil War, and two World Wars, and finally, to the last man standing who practices Judaism today in this mostly agrarian section of the state. These families, their triumphs and tragedies, are treated within the context of the development of Avoyelles, as well as, to a lesser degree, Winn, Rapides, St. Landry, Evangeline, and Grant Parishes, where some moved on to find better opportunities. Formerly from Alsace, Bavaria, and later, Poland, Russia, and Austria-Hungary, these Jews were merchants and farmers, slave owners and Confederate soldiers, jayhawkers and prisoners of war, mayors, constables, aldermen, and builders and owners of shortline railroads. They founded towns, ran sawmills, discovered oil, and ginned cotton. For the post-Civil War arrivals who, more often than not, came with wives and children, this was a story of the constant struggle to remain Jewish. The lives of the earliest immigrants: Maurice Fortlouis, Adolph and Charles Frank, Abe Felsenthal, Sam and Alex Haas, Simon, Leopold and David Siess, Isaac Lehmann and Leopold and Lazard Goudchaux, who intermarried with the Porche, Bordelon, Gaspard, Aymond, Guillot, Marshall, Cole, Blount, Chatelain, and Cochrane pioneer families of Avoyelles Parish, are analyzed in the context of the external forces of history which shaped their lives, the major event being the Civil War. The conflicts between Union sympathizers and Confederate loyalists in Avoyelles Parish, the catastrophic consequences of the Red River campaign, the fall of Fort DeRussy, and the Union army's final march through Marksville and Mansura, may now be seen through the eyes of the immigrants who lived through them. These first Jewish men were followed by numerous postbellum arrivals including the Levy, Karpe, Wolf, Weill, Weil, Moch, Hiller, Kahn, Bauer, Weiss, Gross, Anker, Rich, Warshauer, Elster, Goldring, Rosenberg, Schreiber, Schlessinger, and Abramson families who, along with the sons and daughters of the first Jewish immigrants, continued to shape the destiny of the parish during the difficult years of Reconstruction, which brought with it the brief specter of anti-Semitism. These Jewish families continued to prosper well into the twentieth century. Their leadership in the development of Louisiana's lumber and petroleum resources, their contributions as physicians, dentists, and politicians, as well as their innovations in the retail ready-to-wear clothing industry, have given them a place of importance in the development of Central Louisiana, which can no longer be forgotten. Acadian ancestors of the Vial-Martin family settled there in the late 1700s. Three women from the family-mother, daughter, cousin-set out on an ancestor quest, inspired by their aunt who lived to 102. The genealogical search reconnected them with relatives living in the upriver parishes, primarily St. John the Baptist and St. Charles, 30 miles north of New Orleans. It led back 14 generations to original French settlers in 1600s Acadia (Nova Scotia). The initial Acadian ancestor was a founder and early governor of Acadia, where French settlers created a unique culture typified by fierce independence, strong family ties, egalitarianism, and simple lifestyle. When the Acadians were forcefully expelled by British conquerors in 1755, this Diaspora scattered them across seas and continents. The exile of politically neutral Acadians is now considered a violation of international law and ethnic cleansing. After journeying for years, some settled in the rich river bottom land along the Mississippi River, where they rebuilt their lives and preserved their culture, eventually becoming Cajuns. The Vial-Martin family has lived for seven generations in upriver parishes. Acadian ancestors intermarried with French and Spanish Creoles and lived through the Louisiana Purchase, statehood, Civil War and aftermath, and two World Wars. Descendants became leaders and major landowners and eventually forgot their Acadian roots. Some family members moved away and lost touch with Louisiana relatives. The ancestor quest undertaken by the authors drew branches of the family back into contact. This lineage quest revealed the family's transition to mainly Creole heritage, a family feud that splintered the Vial and Martin branches, and some curious and notable relatives. Now as the family reconnects, its contemporary members reaffirm their deep and abiding love for place and people with tangled roots and colorful, complex heritage.
