This case study assesses the evidence from several solar pump business models being adopted in parts of the EGP, particularly eastern Nepal and northern India, and explores how different models perform in various contexts. It documents lessons for increasing farmers' resilience to droughts through better groundwater use by promotion of SPIPs. Groundwater access for agriculture in the past was dependent on diesel and electric pumps, respectively constrained by costs and reliability of energy. Both government and nongovernment agencies have promoted SPIPs in the Ganges basin for irrigation and drinking purposes. SPIPs receive different levels of subsidies across countries and states in the region to facilitate adoption and ensure continuous and timely irrigation, which particularly benefits small and marginal farmers. Because the EGP faces variability in water availability, the SPIPs could help in building drought resilience. However, because low operating costs for SPIPs does little to incentivize farmers to use water efficiently, one critical question is how to balance equitable access to SPIPs while ensuring groundwater overdraft is not perpetuated. Farmers' awareness of efficient water management options is crucial to avoid overextraction of groundwater.

Book excerpt: This case study describes the community of a small village called Ingotse in Kakamega county in western Kenya. Like most rural, food-insecure communities in sub-Saharan Africa, Ingotse village relied on rain-fed agriculture for production of staple crops. Farmers in this village raised some funds to sink a borehole. This was done in collaboration with a non-governmental organisation (NGO) known as Water for All which gave the community a solar-powered pump to distribute the water to the homesteads. Water from the borehole was used for irrigation, providing food crops all year round. Women and children no longer had to walk long distances to the river to fetch water; they had extra time in their day for other activities such as doing homework with children.

Book excerpt: Balochistan’s agriculture and related economic development during the last four decades has been driven by an enhancement in canal command areas and widespread use of tubewells. While it enabled yield increases and the growth of high value horticulture, it led to excessive mining of ground water. It is not only threatening sustainable agriculture and livelihoods but also creating severe environmental repercussions. It is generally believed that this unchecked groundwater extraction has been a result of policy regime, such as promoting installation of tubewells through various incentive schemes and tubewells subsidy which allows farmers to pay only 5-10% of the actual cost, and as a result the Federal and provincial governments have been paying PKR 23 billion per year.

Book excerpt: The dominance of insular, supply-side technocratic thinking has posed a major challenge to improving water governance in the face of mounting resource scarcity, which has itself been accentuated by climate change. During the 1990s, global discourse moved from supply-driven sectoral interventions to more holistic approaches to water governance as part of larger socioeconomic and environmental processes. Integrated water resources management (IWRM) emphasized demand-side water management and used prices, participation, entitlements, laws and regulations to strengthen water governance at hydrological rather than territorial units. More recently, there have been pleas for more integrative approaches that link land, water, energy, food, livelihoods, the environment and other spheres – each with its own, often insular, governance structure. The evolution in global thinking reflects the need to meet growing human needs by innovating approaches that enhance resilience and the sustainability of landscapes, the biosphere and the Earth as a whole. To this end, the water–energy–food (WEF) nexus advocates that society is better off seeking system-level balance rather than maximizing sectoral objectives. The nexus approach has produced prolific analytical literature over the past decade but integrating it into policy and governance faces many challenges. This review paper explores these challenges by focusing on the WEF nexus in action. We compare the nexus in several water-stressed areas of the world including Iran, Saudi Arabia, Mexico, China, Bangladesh and Gujarat (India), with additional evidence drawn from other places such as Morocco and Punjab-Haryana. We synthesize these case studies to examine the actual state of play in different locations and tease out practical lessons for mainstreaming nexus thinking in water policy and governance. The key conclusion is that specific contexts, contingencies and constituencies drive national and sub-national policies. Directing the outcomes towards the optimal nexus depends on the nature of the state, investment in institution building and, above all, ingenuity in policy design and implementation to overcome resistance to change and strengthen political capital for the leaders who back such policies.

Available in PDF, EPUB and Kindle. Book excerpt: This book takes stock of micro irrigation systems (MIS), the technological intervention in India’s agricultural and water management sectors, over the past couple of decades. Based on empirical research from the major agriculturally dynamic states, viz., Gujarat, Rajasthan, Maharashtra, Tamil Nadu, Andhra Pradesh and Karnataka, the book provides a nuanced understanding and objective assessment of the implementation and adoption of MIS across these states. It addresses several of the questions related to adoption and impacts of MIS in India. On the adoption side, the key question that the book addresses is which segment of the farming community adopts MIS across states? The impacts analysed include those on physical, agronomic and economic aspects. At the macro level, the question being asked is about the future potential of MIS in terms of saving water from agriculture and making more water available for environment. The book also addresses the question of the positive/negative externalities and real social benefits and costs from the use of MIS, a major justification for heavy capital subsidies for its purchase by farmers. It also brings out certain critical concerns pertaining to MIS adoption, which need to be addressed through more empirical research based on longitudinal panel/ cross sectional data. The book would be of great use to researchers (agricultural water management, irrigation economics), students of water resource engineering, irrigation engineering and water resources management, as well as to policy makers and agricultural water management experts – national and international.

Book excerpt: The main aim of the 2nd international conference on recent advances in materials manufacturing and machine learning processes-2023 (RAMMML-23) is to bring together all interested academic researchers, scientists, engineers, and technocrats and provide a platform for continuous improvement of manufactur□ing, machine learning, design and materials engineering research. RAMMML 2023 received an overwhelm□ing response with more than 530 full paper submissions. After due and careful scrutiny, about 120 of them have been selected for presentation. The papers submitted have been reviewed by experts from renowned institutions, and subsequently, the authors have revised the papers, duly incorporating the suggestions of the reviewers. This has led to significant improvement in the quality of the contributions, Taylor & Francis publications, CRC Press have agreed to publish the selected proceedings of the conference in their book series of Advances in Mechanical Engineering and Interdisciplinary Sciences. This enables fast dissemina□tion of the papers worldwide and increases the scope of visibility for the research contributions of the authors.
