Only by this theory, can the time factor of soft clay be appropriately considered for consolidation and stability. In the first part of this paper, Lee's analogy method is used to solve equations for a plate on visco-elastic foundation as an example. Then, this analogy method is extended to one-dimensional and axis-symmetrical consolidation problems taking account of the visco-elastic property of soil skeleton. Field measurements of foundation settlement of an oil tank and strength increase of a sand drain bank are compared with theoretical computations.
