Available in PDF, EPUB and Kindle. Book excerpt: Education in Brazil has changed intensely over the last several years. Access to basic education is nearly universal, secondary education has been expanding very rapidly, and so too has higher education at both the undergraduate and graduate levels. However, serious issues remain related to quality, equity and inappropriate use of resources. Some of these problems are related to the fact that Brazil started to develop its education institutions very late, and did not build strong teaching and academic professions that could provide the necessary support for education policies committed to equity, quality and efficiency. This book, written by leading experts, is the first English-language text to provide a comprehensive analysis of the challenges facing Brazilian education at all levels, including issues such as the quality of basic education, the establishment of standards for higher education, the experiences of technical and vocational schools, teacher education, regulation and financing of public and private higher education, and the growing role of graduate education and research.

Book excerpt: Fundamental changes in Brazilian economic policy in the mid-1990s have dramatically slowed inflation and set the stage for sustained growth. These gains provide the opportunity to turn to other social and economic problems overshadowed for years by the country's macroeconomic problems. Among the most important issues on the agenda is education. Opportunity Foregone: Education in Brazil offers a frank and thorough assessment of the country's educational performance and the resulting social costs. It identifies necessary reforms and the barriers to reform. The book's 18 studies examine a wide variety of key issues regarding the economics of education in Brazil.

Book excerpt: Abstract: Studies have shown that learning outcomes are related to the amount of time students engage in learning tasks. However, visits to schools have revealed that students are often taught for only a fraction of the intended time, particularly in lower-income countries. Losses are due to informal school closures, teacher absenteeism, delays, early departures, and sub-optimal use of time in the classroom. A study was undertaken to develop an efficient methodology for measuring instructional time loss. Thus, instructional time use was measured in sampled schools in Tunisia, Morocco, Ghana, and the Brazilian state of Pernambuco. The percentage of time that students were engaged in learning vis-à-vis government expectations was approximately 39 percent in Ghana, 63 percent in Pernambuco, 71 percent in Morocco, and 78 percent in Tunisia. Instructional time use is a mediator variable that is challenging to measure, so it often escapes scrutiny. Research suggests that merely financing the ingredients of instruction is not enough to produce learning outcomes; students must also get sufficient time to process the information. The quantity-quality tradeoff that often accompanies large-scale enrollments may be partly due to instructional time restrictions. Time wastage also distorts budgetary outlays and teacher salary rates. To achieve the Millennium Development Goals students must get more of the time that governments, donors, and parents pay for.

Book excerpt: "For years, Brazil has had a system of higher education, which has not adequately met the needs of the Brazilian companies or prospective students. In comparison to other countries in the region, Brazilian universities have enrolled a significantly smaller percentage of the eligible students, have not produced an adequately trained work force and have been cost prohibitive for lower income students. Both economic and societal pressures are now forcing changes upon the educational system. Together with the Minister for Education, members of the National Education Council, and others, World Bank staff participated in an assessment of options to improve higher education over the next two or three decades. This study describes the educational system, provides an economic perspective and contains specific policy recommendations resulting from the assessment."

Available in PDF, EPUB and Kindle. Book excerpt: While victories have been claimed at the primary and tertiary levels in recent years by successive governments, reflecting their shift to social issues, Brazilian public high schools are still far from receiving adequate policy attention and funding. As a result of the poor quality and quantity of public secondary education, the bulk of the population (of lower socio-economic status) is underrepresented at the university level. This study examines -- both on theoretical and empirical grounds -- whether the education policies implemented during the administration of Luiz Inácio "Lula" da Silva (2003-2010) were founded on the needs of students and appropriate for the obstacles at hand. It discusses the literature on factors that affect educational outcomes. It then presents findings from the case study conducted in the state of Goiás. Lastly, based on the quantitative and qualitative information collected, policy recommendations are put forth, keeping in mind the national goals of moving forward as a nation through providing its citizens the necessary tools to thrive. In addition to the potential to improve the national economy, enhancing the quality of the education offered in public high schools could serve to improve the ability of students of lower socio-economic status in being admitted into universities, increasing their life-chances and the possibility of higher incomes - ultimately, breaking the intergenerational cycle of poverty and moving Brazil forward in the face of the knowledge economy.

Book excerpt: This handbook focuses on and compares the education systems in the three Americas: North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include schematic diagrams of the structure of mainstream education from pre-primary to tertiary level. Each chapter starts with a description of the historical and social foundations of the education system from the post-World War II period up to today, including political, economic and cultural contexts and conditions. By highlighting important dates and structural decisions, the current education system can be understood as resulting from past developments. The first part ends with a description of the transitions to the labour market that are offered, and the way in which these are organized in the education system described. The second part consists of an overview of the institutional and organizational principles as well as the structure of education from pre-primary to tertiary level. It includes a focus on legislative bases and financial provisions for the education system and a description of the structure by using the ISCED-classification. It further includes information of the supply of human resources such as teachers and other educators. The third and final part of the handbook discusses selected educational trends and aspects. In this context, three topics are of particular interest: dealing with inequality, ICT and digitization activities, and STEM-related policies and programmes.
