Book excerpt: This study is an evaluation of the Common Agricultural Policy's (CAP) impact on balanced territorial development (BTD) of rural areas across EU-28: socio-economic aspects. The main focus of the study is on territorial development of rural areas, which are investigated through the analysis of socio-economic aspects and social inclusion. The evaluation work starts with a causal analysis which intended to scope and select the CAP measures and instruments considered to have a direct impact on the general objective of BTD in rural areas. The work is then articulated around five evaluation criteria: effectiveness, efficiency, coherence, relevance, European added value. Several methods have been applied to gather and analyse both quantitative and qualitative information. Sixteen evaluation study questions have been answered by using quantitative methods such as input-output analysis, clustering, and statistical regressions, as well as qualitative methods, including case studies, literature review and the observation of development trends over the programming period. According to the evaluation study findings, the issues and needs faced by rural regions in the EU-28 are significant. The evaluation's quantitative and case study findings indicate that the impact of the CAP in supporting BTD through the improvement of socioeconomic aspects and social inclusion varies according to the characteristics of the rural region and the policy mix applied. Pillar I instruments, in particular direct payments, have been found to positively impact regional employment and re-investment. Pillar II measures, some of which are specifically designed to address socio-economic issues, demonstrate also positive effects.

Book excerpt: This volume applies the science of complexity to study coupled human-environment systems (CHES) and integrates ideas from the social sciences of climate change into a study of rural development amid flooding and urbanization in the Poyang Lake Region (PLR) of China. Author Qing Tian operationalizes the concept of sustainability and provides useful scientific analyses for sustainable development in less developed rural areas that are vulnerable to climatic hazards. The book uses a new sustainability framework that is centered on the concept of well-being to study rural development in PLR. The PLR study includes three major analyses: (1) a regional assessment of human well-being; (2) an empirical analysis of rural livelihoods; and (3) an agent-based computer model used to explore future rural development. These analyses provide a meaningful view of human development in the Poyang Lake Region and illustrate some of the complex local- and macro-level processes that shape the livelihoods of rural households in the dynamic process of urbanization. They generate useful insights about how government policy might effectively improve the well-being of rural households and promote sustainable development amid social, economic, and environmental changes. This case study has broader implications. Rural populations in the developing world are disproportionally affected by extreme climate events and climate change. Furthermore, the livelihoods of rural households in the developing world are increasingly under the influences of macro-level forces amid urbanization and globalization. This case study demonstrates that rural development policies must consider broader development dynamics at the national (and even global) level, as well as specific local social and environmental contexts. By treating climate as one of many factors that affect development in such places, we can provide policy recommendations that synergistically promote development and reduce climatic impacts and therefore facilitate mainstreaming climate adaptation into development.

Book excerpt: This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.

Book excerpt: Strengthening the socio-economic fabric of rural areas is a key CAP objective, including generational renewal (GR). This evaluation assessed how the current CAP affects GR in rural Europe, also local development and jobs. It examined Young Farmer (YF) and other CAP measures aiming to attract young people to farm, live and work in rural areas. Methods included literature review, EU survey, interviews and workshops, data analysis using correlation, multicriteria, comparative econometric and CGE modelling, and case studies in seven contrasting Member States (MS). It concluded CAP GR measures have a positive impact on YF numbers, business performance and local employment, varying from very minor to significant according to local context. For Pillar 2 aids, impacts and causes are clear, but it is too early to judge Pillar 1 YF supplements. Aids are most effective and efficient delivered in mixed-measure packages combining planning, investment, collaboration and advice, and conditional on beneficiary training. Impact is enhanced where institutional and fiscal policies ease access to land and capital. In very marginal areas, aid for rural diversification and services is also vital. The study recommended a more holistic, flexible and strategic approach to GR in the future CAP, also increased MS emphasis upon new entrants, innovation and rural quality of life provision.
