Ubogu, records the presentations made and discussions held during the Inaugural Seminar of the Joint Africa Institute (JAI). The JAI was established in Abidjan, Côte d'Ivoire, by the African Development Bank, the IMF, and the World Bank to meet the pressing training needs of the African continent. The participants discussed four main topics: the changing role of the state, governance, and new capacity requirements; the challenge of achieving macroeconomic stability in Africa; the requirement for capacity building in Africa; and the role of international financial institutions in capacity building in Africa. The seminar was held in November 1999, but the topics and recommendations of the seminar remain current and of particular importance today. The seminar was held in English and French, and both language versions are contained in this volume. 240 pp. 2001

Available in PDF, EPUB and Kindle. Book excerpt: Since the mid-1990s, Morocco has sought to present itself as a model of genuine and gradual reform, with decentralisation as a key tenet of this. Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Grounded in an approach of the 'anthropology of policy', this book makes an important contribution to literature on the democratisation, development and governance in North Africa.

The Future of Africa Energy and Doing Deals. This book was released on 2001-07-01 with total page 1154 pages. Available in PDF, EPUB and Kindle. Book excerpt: The year 2000's most significant international event was, almost certainly, neither political nor military, but scientific - the announcement, in June, that the human genome had been almost totally decoded. Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a product of collaborative research between the Institut de recherche pour le développement (IRD, France), the University of Ghana, Legon and CODESRIA. It examines various economic, social and environmental challenges of urbanization that critically affect the capital of Ghana, which has experienced high demographic growth and territorial expansion. This work analyses the Greater Accra city dwellers' residential practices, and focuses on two main factors influencing land and rental markets. On the one hand, it interrogates the constraints and dynamics of urban families, their needs and gender characteristics in terms of accommodation. On the other hand, it explores the opportunities and interests in investment on the part of land owners and real estate developers. At these two levels of describing the social and spatial discriminations, the book attempts to explain the difficult choices that this fragmented city faces. It emphasizes the role of mobility in structuring the metropolitan area, and the negative impact of lack of mobility which results in some households and communities suffering more than others. The book throws light on diagnostics and prospects in the matter of urban planning.

Available in PDF, EPUB and Kindle. Dans l'essai introductif Growth and Inegality.

Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume brings together alternative and innovative approaches in conflict resolution. With traditional military intervention repeatedly leading to the transformation of entire regions into zones of instability and violence (Afghanistan, Iraq, Libya, Syria), the study of alternative and less violent approaches to conflict resolution has become imperative. Four approaches are presented here: negotiation, religion and gender, reconciliation and forgiveness, and the arts. This volume contains the insights and experiences of fourteen internationally renowned scholars and practitioners from different contexts. Can forgiveness help heal relationships in post-apartheid South Africa? How can art assist dealing with ‘unrememberable’ events such as the genocide in Rwanda? What transformational resources do women offer in contexts of massive human rights violations? The aim here is twofold: to provide and encourage critical reflection of the approaches presented here and to explore concrete improvements in conflict resolution strategies. In its interdisciplinary and international outlook, this work combines the tried-and-tested approaches from conflict resolution experts in academia, NGOs and civil society, making it an invaluable tool for academics and practitioners alike.
