Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Book excerpt: Because malnutrition in early life significantly affects the physical and mental development of children, addressing malnutrition is fundamental to the development of Vietnam’s human capital. Economic development of the nation depends on the strength, resilience, and intelligence of its workforce. Governments dedicate millions of dollars annually to health and education, recognizing that individual losses in productivity may run as high as 10 percent of lifetime earnings and that as much as 11 percent of GDP could be lost each year in Asia and Africa due to undernutrition. The ethnic minority groups living mainly in the northern midlands and in the mountainous and central highlands regions are consistently more undernourished than the Kinh majority. Despite decreases in stunting, the prevalence of stunting among ethnic minority children is still twice that in the Kinh ethnic group. There has been an overall decline in wasting of 1.7 percent between 2000 and 2011, although only the richest quintile showed a significant reduction (3.4 percent). These data, along with an overall decrease in the prevalence of wasting and stunting, indicate an increase in nutrition inequality between 2000 and 2011. Moreover, it is noteworthy that the ethnic minority groups constitute the majority of the undernourished populations in most of the 10 provinces with the highest rates of stunting among children under 5 years old. This analytical report describes the very high rates of malnutrition among ethnic minority populations in Vietnam. It assesses the determinants and causes, using a causal framework and systems analysis; reviews current commitments and policies directed at reducing disparities in malnutrition; examines implementation of nutrition-specific and nutrition-sensitive interventions, particularly those that require multisectoral coordination and collaboration; draws conclusions based on the analysis; and recommends how policies and programs can be strengthened to reduce inequities and fulfill the economic potential of all ethnic groups.

By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.

Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people s lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways. Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.
