John Torpey traces the dissident intellectuals' fate to the peculiar situation of the East German regime, which sought to build "socialism in a quarter of a country" on the anti-fascist foundations of Communist opposition to Nazism. He shows how the regime's unusual history and subnational status helped sustain the East German intelligentsia's conviction that socialism could be reformed and humane-that there was a "third way" between Soviet-style socialism and the capitalism that took root in West Germany. How the pursuit of this third way both supported and undermined the regime, and both galvanized and alienated the East German people, becomes clear in Torpey's nuanced analysis. His book makes a powerful contribution to our understanding of the politics of intellectuals during one of the most painful chapters in modern German history. John C. Against the background of this unexpected development, Ghamari-Tabrizi addresses the early and late works of Abdolkarim Soroush, an Iranian philosopher who has become one of the most influential Muslim intellectuals in recent years, a leading force behind Iran's pro-democracy movement and vocal critic of the state. Through a close reading of Soroush's evolving ideas, and of the works of Ali Shari`ati, and by tracing the links between Muslim intellectual critique and the realpolitik of postrevolutionary power struggles, Ghamari-Tabrizi offers nothing less than a pathbreaking reassessment of the Iranian revolution. The Performative State shows how the state can shape public perceptions and defuse crises through the theatrical deployment of language, symbols, and gestures of good governance—performative governance. Iza Ding unpacks the black box of street-level bureaucracy in China through ethnographic participation, in-depth interviews, and public opinion surveys. She demonstrates in vivid detail how China's environmental bureaucrats deal with intense public scrutiny over pollution when they lack the authority to actually improve the physical environment. They assuage public outrage by appearing responsive, benevolent, and humble. But performative governance is hard work. Environmental bureaucrats paradoxically work themselves to exhaustion even when they cannot effectively implement environmental policies. Instead of achieving "performance legitimacy" by delivering material improvements, the state can shape public opinion through the theatrical performance of goodwill and sincere effort. The Performative State also explains when performative governance fails at impressing its audience and when governance becomes less performative and more substantive. Ding focuses on Chinese evidence but her theory travels: comparisons with Vietnam and the United States show that all states, democratic and authoritarian alike, engage in performative governance.
